Description
THIS IS A COMBINED SYNOPSIS/SOLICITATION FOR A COMMERCIAL ITEM PREPARED IN ACCORDANCE WITH THE FORMAT IN FAR SUBPART 12.6-STREAMLINED PROCEDURES FOR EVALUATION AND SOLICITATION FOR COMMERCIAL ITEMS-AS SUPPLEMENTED WITH ADDITIONAL INFORMATION INCLUDED IN THIS NOTICE. SIMPLIFIED ACQUISITION PROCEEDURES ARE UTILIZED IN THIS PROCUREMENT. THIS ANNOUNCEMENT CONSTITUTES THE ONLY SOLICITATION; QUOTATIONS ARE BEING REQUESTED, AND A WRITTEN SOLICITATION DOCUMENT WILL NOT BE ISSUED. This solicitation is a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-09. The associated North American Industrial Classification System (NAICS) code for this procurement is 334413 or 334510 with a small business size standard of 500 employees. This requirement is a non restricted requirement. Therefore, any interested vendor may submit a quote. The National Institute of Standards and Technology (NIST) has a requirement for an all-solid-state, diode-pumped, continuous-wave laser producing nominally 532 nm light appropriate for use in high precision 532 nm Raman spectroscopy. All interested offerors shall provide a quote for the following: NIST desires to purchase an all-solid-state, diode-pumped, continuous-wave laser producing nominally 532 nm light appropriate for use in high precision 532 nm Raman spectroscopy. Additionally, the laser must be appropriate for doubling to 266 nm at a future time for use in UV-Raman spectroscopy. NIST will not procure an external doubling unit at this time. To assure stability and easy use of the laser, the cavity must be of a sealed design, with no user adjustments of the optics. The pump diode must be remote from the laser head, and fiber coupled. The design must allow field replacement of the diode by a knowledgeable end user. Critical to the designed experiments is narrow linewidth, excellent frequency-stability, excellent pointing stability. Detailed specifications are as follows. NIST will consider new or refurbished equipment. Optical performance * average output power 6W * long term power stability plus or minus 1percent pk-pk over 2 hours after 15 minute warm-up * optical noise less than 0.03 percent rms from 10 Hz to 1 GHz * mode structure TEM00 (Gaussian) * M-squared less than or equal to 1.1 * beam diameter ~2.3 mm at 1/e^2 intensity points * beam ellipticity less than 10 percent * pointing stability less than 2 microradians/degree Celsius * polarization linear, vertical greater than 100:1 * frequency stability less than 5 MHz (over 50 msec) * wavelength drift less than 0.001 nm/degree Celsius Utility and Environmental Requirements * system shall be capable of operating on 60 Hz, 110 VAC drawing no more than 15 A * power supply shall be remote from the optical head and air cooled * footprint of laser head and all necessary heatsinks not to exceed 160 sq inches * umbilical between power supply and head shall be at least 3 m long * The vendor will provide all necessary electrical and mechanical (water and compressed air) connections for installation of the system. The vendor will provide all necessary facilities (conditioning secondary water chillers, air dryers/filters, etc.) for stable operation of the system. Additional Requirements * Delivery shall be no later than 8 weeks ARO. * The entire system shall be warranted to meet the preceding specifications for one year unlimited hours of use following acceptance by NIST. Within the warrantee period, on site support will be provided within 3-5 working days of notification of problem. Previous Experience * Vendor shall have placed a minimum of 100 comparable units in the field in the last 24 months. * Vendor shall be able to provide a minimum of 5 references to users with greater than10,000 hours diode lifetime. * Vendor shall demonstrate the doubling ability of the laser with performance data from either the open literature or in-house tests. Demonstration of at least 200 mW of 266 nm radiation with less than 10 MHz line width, plus or minus 2 percent rms noise (over 2 hours with 15 in warm-up), less than 0.5percent rms noise (10 Hz-10 MHz bandwidth). ATTACHMENTS None. Award will be made to the Offeror whose proposal offers the lowest price, technically acceptable proposal. If paragraph (j) of the provision is applicable, a written submission is required. All vendors shall submit the following: 1) An original and three (3) copies of a proposal which addresses the requested items; and 5) A completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items which may be downloaded at http://acquisition.gov/far/index.html. All proposals must be received not later than 3:30 PM local time, on July 7, 2006 at the National Institute of Standards & Technology, Acquisition Management Division, 100 Bureau Drive, Building 301, Room B129, Mail Stop 1640, Gaithersburg, MD 20899-1640, Attn: Al Petto. Because of heightened security, FED-EX, UPS, or similar delivery methods are the preferred method of delivery of quotes. If quotes are hand delivered, delivery must be made on the actual due date through Gate A, and a 48 hour (excluding weekends and holidays) prior notice must be made to the Contracts Office at 301-975-6321. NIST is not responsible for late delivery due to the added security measures. In addition, offerors/quoters who do not provide 24-hour notification in order to coordinate entrance to the NIST campus must assume the risk of not being able to deliver offers/quotes on time. The Government is not responsible for the amount of time required to clear unannounced visitors, visitors without proper identification and without complete information that would allow delivery (i.e. point of contact, telephone POC, bldg., room number, etc.). If 24 hour notification was not provided, it is suggested your company representative or your courier service arrive at NIST at least 90 minutes prior to the closing time in order to process entry to the campus through the visitor center and complete delivery. Notice must include the company name, name of the individual making the delivery, and the country of citizenship of the individual. For non-US citizens, the following additional information will be required: title, employer/sponsor, and address. Please ensure that the individual making the delivery brings photo identification, or they will be denied access to the facility. Faxed proposals will not be accepted.
