- This announcement serves the purpose of a notice of contract action and is not intended for Request for Proposal (RFP) issuance. The A-10 Systems Squadron, Aeronautical Systems Center at Wright-Patterson AFB, OH anticipates a sole source acquisition (August 2006 through February 2008) for continuing development and integration of several on-going A-10 Precision Engagement (PE) fleet modernization and upgrade efforts. These efforts include the activities necessary to complete the A/OA-10C PE program as previously started and baselined during Suite 3 PE Engineering, Manufacturing, and Development (EMD). Remaining activities will be accomplished in two phases. Award of the first phase is anticipated the latter part of FY06. Activities include remaining Operational Flight Program (OFP) Suite 3.2C efforts to deliver and complete flight testing, and delivery and completion of the Test Readiness Review for OFP Suite 3.2x. OFP 3.2C includes deficiency report fixes/regression; and OFP 3.2x includes Operational Utility Evaluation for the Situational Awareness Data Link radio. Award of the second phase is anticipated not later than 2nd quarter of FY07. This second phase completes execution of the on-going effort and will cover the remaining PE program activities to include the work packages required to achieve fielding of a fully supportable OFP Suite 3.3, including support of Initial Operational Test & Evaluation. Lockheed Martin Systems Integration-Owego (LMSI), 1801 State Route 17C, Owego, NY 13827-3998, is the incumbent prime contractor for this effort and expected to continue the efforts described above. The A10SS encourages interested subcontractors to contact LMSI for subcontracting of work related to the above described integration and fabrication work. It is a market research tool to determine the availability and adequacy of potential sources. The only purpose of the ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate his/her concerns during proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to use of the Ombudsman.
