Description
THIS NOTICE IS FOR SOURCES SOUGHT ONLY. THIS IS NOT A REQUEST FOR PROPOSAL OR INVITATION FOR BID. SOLICITATION, SPECIFICATIONS AND DRAWINGS ARE NOT AVAILABLE. The tracking number for this announcement is W912P8-SS-6-0004. The NAICS code for this proposed acquisition is 531390. The Government will use responses to this Sources Sought synopsis to make appropriate acquisition decisions regarding the type of procurement to be utilized to obtain the services. The US Army Corps of Engineers, New Orlea ns District, solicits a capability statement from all qualified small businesses to provide professional services consisting of right-of-way (ROW) acquisition including coordination and oversight of the following functions: Mapping Services (Tract Ownersh ip Data Research and preparation of Legal Descriptions, Plat Maps, Segment Maps), Title Services (Interim Binders, Intermediate Certificates, Endorsements, Final Title and Title Insurance), Appraisal Services (appraisals of residential, recreation, agricul tural, commercial and industrial properties), Negotiations, Relocation Services and Right of Entry for Exploratory Work. The work is associated with several Hurricane Protection and Urban Flood Control projects located throughout the New Orleans Metropoli tan Area including the parishes of Jefferson, Orleans, Plaquemines, St. Bernard, St. Charles, and St. Tammany. Because these projects are Federally funded, real estate acquisition must be performed in accordance with the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970, Public Law 91-646, as amended. Properties to be acquired include residential, commercial, industrial and recreational properties; the properties may be vacant or improved. Approximately 20-30% of the acquis itions could involve relocation assistance to displaced persons. Both fee interest and partial interest estates may be acquired depending upon the project needs. Products will be ordered by individual task orders for each project. A task order may inclu de one or all functions necessary to complete acquisition of a given number of ownerships. There may be several task orders ongoing at one time with short suspense deadlines. The maximum order over the life of the contract will be all functions associate d with the acquisition of 500 ownerships. All interested small business with the capabilities necessary to meet or exceed the stated requirements are invited to submit a Capability Statement consisting of appropriate documentation, literature and brochure s and should include: 1) Firm name, address, telephone and fax numbers. 2) Identification of the company as a Small Business (NAICS Code 531390 business size standard is not to exceed $2,000,000). 3) Past experience with tract ownership research, map ping and legal description preparation, title search, appraisal, negotiation, closing, and relocation of displaced persons. This should include a capability work statement for at least 2 completed projects within the last 3 years of similar work. 4) Ref erences supporting their claim to meet the requirements specified above. Each reference should include the company name and title, telephone number, and point of contact. IMPORTANT: responses must be limited to no more than 10 pages. Submission of a Ca pabilities Statement is not a prerequisite to any potential future offerings, but participation will assist the Corps in tailoring requirements to be consistent with industry capabilities. This synopsis is for information and planning purposes only and is neither to be construed as a commitment by the Government nor will the Government pay for information solicited. Respondents WILL NOT be notified of the results of the evaluation. Statements that do not meet all requirements or submitted within the allo tted time will not be considered.
