Description

The Naval Air Systems Command (NAVAIR) intends to issue an Order under Basic Ordering Agreement (BOA) Number N00019-03-G-0014 for a Hot Bench and associated I-files. NAVAIR intends to negotiate this Order on a sole source basis with Lockheed Martin Corporation (LMC), 1801 State Route 17C Owego, New York 13827-3998. LMC is the proprietary developer of the AN/ALQ 210 and AN/ALQ-217 systems. LMC currently owns and operates AN/ALQ-210 and AN/ALQ-217 ESM Hot Benches at their facility. The effort to be performed by LMC is for construction and delivery of one ready-for-Navy-use AN/ALQ-217 Electronic Support Measure (ESM) Hot Bench and associated ESM Hot Bench software, training in the operation and utilization of the ESM Hot Bench and associated ESM Hot Bench documentation. There will also be a second part of this effort dealing with I-Files. LMC shall perform work necessary to perform the non-recurring efforts for the ESM ALQ-217A Post-IOC HE2K ESM I-File production effort. LMC shall analyze, design, develop, generate, test, evaluate, document, deliver I-files, and support the ESM system and Operational Mission Data Load (MDL). See Numbered Note 22.
