Description
NASA/LaRC has a requirement for an inertial sensing system to measure linear acceleration and angular rates during dynamic testing. The system includes one each MotionPak Multi Axis Inertial Sensing System and two each MotionPak Multi-Axis Inertial Sensing Systems, 6 Degrees of Freedom with three QRS11 Quartz Rate Sensors and three accelerometers. NASA/LaRC intends to purchase the items from BEI Systron Donner Inertial Division, the only known responsible source. NASA LaRC currently owns Systron Donner multi-axis motion pack sensors that were used in the August, 2005 Free-Flight test in the Full-Scale Tunnel. The same motion pack sensors are currently installed in a model being tested on a new dynamic forced oscillation test rig mounted in the 12-Foot Low-Speed Tunnel. Wind tunnel time histories from our current multi-axis motion pack sensors and a strain gauge balance are being measured and used to develop control laws, and simulation studies for a large variety of designs, vehicles and motions. The BEI Systron Donner Inertial Division systems to be purchased will be compatible with the existing hardware and software developed by NASA LaRC. This commonality will allow a smooth and timely instrument transition, a minimum increase in tunnel test schedule and the required data instrument range to complete current and future projects. Purchase of other than the BEI Systron Donner Inertial Division systems would result in a substantial duplication of cost to the Government that is not expected to be recovered through competition. The sole source authority for this item is FAR 13.106-1(b)(1). The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
