- This solicitation will result is a multiple year, Indefinite Delivery Indefinite Quantities (IDIQ), equipment rental with operator contract for service which involves cleaning and reconstructing existing water developments (ponds and springs) on the Heppner and possibly the Ukiah Ranger District. This project will be implemented using primarily Title II funds (grant monies) from the Secure Rural Schools and Community Self Determination Act of 2000. Additional funding from the U.S. Forest Service supplements this project. This project will improve the condition of upland water development for the management of livestock and wildlife on the Umatilla National Forest. The reconstruction/cleaning of ponds and springs will be accomplished by one or more of the following methods. Ponds: Some ponds need the silt and vegetation cleaned out of the water holding area. Other ponds may need dam and spillway work or a combination of all of the above. Springs: Most springs need a new spring box, piping from spring box to trough, install trough supports and level trough, and outlet piping from the trough. Spring boxes will be constructed of plastic culvert pipe and or drainage tile which will require a way to cut and drill culvert pipe to plumb pipe fittings for plastic and or PVC pipe. Contractor must provide power tools that can accomplish this on site. The pipes (plastic/PVC and steel) will need to be set using a lazer level to ensure that the fall from the spring box to the outlet is correct to avoid water flow problems. The trough/supports need to be leveled using a laser level to avoid inlet and outlet problems. The COR will determine the specifications for each specific project due to the variation and location of sites. All materials will be furnished by the government and picked up at the Tupper Work Center by the contractor as needed The project area is located on the south end of the Umatilla National Forest. It extends from Highway 395, near Ukiah, Oregon, to the western boundary of the Umatilla NF, near Wineland Lake. The area can be accessed from the 5300 road (Western Route) near Ukiah or from Highway 207 approximately 43 miles south of Heppner, Oregon. The type of work to be accomplished by this contract requires equipment meeting the following criteria: Excavator: 1.Must be in good working condition 2.Minimum track width of 24 inches 3.Minimum boom reach of 30 feet from center of rotation 4.Minimum boom lift capacity of 14,000 pounds 5.Minimum bucket capacity of 1 cubic yard 6.Fully functional factory hydraulic thumb of sufficient length to cover bucket 7.Minimum operating weight of 40,000 pounds 8.Maximum ground pressure of 10 pounds per square inch under any circumstances 9.Track-type undercarriage with properly guarded belly pan for pioneering type work in rough terrain The equipment operator must have a minimum of 100 hours experience on the specified equipment. If ordered by the government, the Contractor shall immediately furnish a resume of the operator?s experience, including location, type of equipment, and dates with at least two references for verification of the experience data.
