Description
The USDA Forest Service, National Forests in Florida anticipates a contract for Architectural and Engineering services for repairs and rehabilitation of the retaining wall, swimming area, and concrete sidewalks at Salt Springs Recreation Area, Ocala National Forest, Marion County, FL. The estimated construction cost for this project is $2,000,000 to $3,000,000. SCOPE OF WORK Professional architectural and engineering services are required to provide conceptual design documents, design development documents, complete construction drawings, specifications, cost estimates, value engineering services and computer-aided design and drafting (CADD) services for rehabilitation of an existing facility at Salt Springs Recreation Area. Project includes repair and rehabilitation of the existing retaining wall, swimming area and concrete sidewalk. The existing structure is failing due to apparent underground settlement caused by unknown factors. Geotechnical evaluation to determine foundation stability needs for the rehabilitation is part of required engineering services for the project. (Requisition No. 46920) The Forest Service is requesting Form SF-330, Parts I and II from Architectural and Engineering firms to include brief resumes of key personnel expected to have significant responsibilities for this project. Original SF-330s must be submitted by close of business August 15, 2006. SF-330s received after due date will not be accepted. Facsmile copies will not be accepted. Firms responding to this notice must demonstrate experience, qualifications, and past performance in designing retaining walls at water-based recreation facilities. Firms must be fully capable of producing design documents on AUTOCAD 2007. Specifications must be provided in CSI format and be MS-Word compatible. Delivery time for completed design and construction documents is 180 calendar days. EVALUATION FACTORS The Architect of Record for this project must be licensed in the State of Florida and at least 50% of the level of contract effort must be performed in the State of Florida. Pertinent factors for consideration of qualifications in prioritized order of importance are: (1) Professional qualifications of assigned project personnel which considers design capability and project management skills necessary for satisfactory performance of the required services; (2) Past performance on contracts with Federal or State Government natural resource entities and private industry in terms of cost control, quality of work, and performance schedules. In response to this factor, firms shall submit a portfolio of not more than 5 projects completed within the past ten years (maximum of five pages per project). The narrative shall address the design approach with salient features for each project and discuss how the clients program, image, mission, economic and operational objectives were satisfied by the overall design/planning solution. A representative site plan or other appropriate drawing and a minimum of two photos must be included for each project; (3) Specialized experience and technical expertise and competence in the type of work required including ability to provide geotechnical engineering expertise. Firms that demonstrate experience, expertise, and past performance in designing retaining walls at water-based recreation facilities will be given a higher rating under this evaluation factor; (4) Professionally staffed business location in the general geographical area of the project and knowledge of the locality; and (5) Capacity to accomplish the work in the required time. In making the award determination for this project the AO Architectural and Engineering Selection Board will rank the three most qualified firms based on the evaluation criteria and provide it to the Source Selection Official. Any resultant contract will be procured under the requirements of the Brooks Act and FAR Part 36. The Government will not allow payment for travel, living expenses, or computer time during the selection process. In accordance with FAR 52.219-19 this procurement is advertised pursuant to the Small Business Competitive Demonstration Program and is open to small and large businesses. The NAICS Code is 541310 and the small business size standard is $4 million. Qualified Service-Disabled Veteran-Owned, HUBZone, SBA 8(a) firms, women-owned firms, small disadvantaged and other small business firms are strongly encouraged to submit SF-330s. In accordance with FAR Clause 52.204-7, CENTRAL CONTRACTOR REGISTRATION (OCT 2003), all contractors doing business with the Federal Government must be registered in the Central Contractor Registration (CCR) database prior to any contract award. To register in CCR firms should access the internet at www.ccr.gov. THIS IS NOT A REQUEST FOR PROPOSALS.
