- This is a notice of intent to award a sole source Order consisting of a one year renewal of access to the Institute of Electrical and Electronics Engineers, Inc. (IEEE), Electronic Library Online. The IEEE is a non-profit technical professional association in Piscataway NJ. The IEEE produces 30% of the worlds published literature in electrical engineering computers and control technology under one library subscription service and has nearly 900 active standards with 700 under development. IEEE is the only source that can fulfill this requirement and therefore, the Government intends to solicit only this one source under the authority of FAR 13.106-1(b). This will be a follow-on Order. This notice of intent is not a request for competitive quotations. However, capability statements and quotes received within ten days of publication of this synopsis will be considered by the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed Order based upon responses to this notice is solely within the discretion of the Government.
