- The U.S. Department of Commerce (DoC), National Institute of Standards and Technology (NIST), Electronics and Electrical Engineering Laboratory (EEEL), Office of Law Enforcement Standards (OLES) has a requirement for the development of a system and methodology to stimulate and measure the timing of fast transition (< 10 ps)VLSI-based digital signals with sub-ps resolution; and to use this capability to characterize Gb/s A/D converters, track-and-hold circuits, and communication ICs used in wideband (10MHz to >10 GHz) software-defined radios useful for homeland security agents and emergency first responders (law enforcement, firefighters, etc). North American Industry Classification System (NAICS) 541710 applies. The small business size standard for NAICS 541710 is 500 employees. However, this requirement is being competed on an unrestricted basis. Therefore, all responsible parties may submit a quote. The Government anticipates award of a Firm-Fixed Price (FFP) purchase order to the offeror whose quote represents the best value to the Government. A Request for Quotations (RFQ) is anticipated to be available on or about July 5, 2005. The RFQ will be issued utilizing FAR Part 13, Simplified Acquisition Procedures. The competitive solicitation, solicitation amendments, and all questions and answers related to this procurement will only be made available via the Internet at http://www.fedbizopps.gov. Interested parties must respond to the solicitation in order to be considered for award of any resultant purchase order. There is no written solicitation document available, telephone requests will not be honored, and no bidders list will be maintained.
