Description
In accordance with FAR subpart 13.106(b)(1) the Centers for Disease Control and Prevention (CDC) intends to issue a sole source purchase order to the National Institute of Occupational Health (NIOH) in the amount of $55,000.00 to conduct a Pilot study of Hazardous Substances Emergency Events Surveillance (HSEES) System in India. The (HSEES) system in India conducts spatial and temporal distribution of hazardous-substances emergencies and describes the morbidity and mortality experienced by employees, responders, and the general public. It also identifies the risk factors associated with the morbidity and mortality; and develops strategies to reduce subsequent morbidity and mortality. CDC believes that NIOH is the only organization that can meet the requirements of the order because NIOH is an institute of the Indian Council for Medical Research of the Government of India (GOI) with the responsibility to address environment and occupational issues including conducting epidemiological and toxicological studies. NIOH is the primary Indian Government Agency dealing with occupational and environmental health issues. The Indian Government requires direct involvement of the appropriate GOI agency for implementation of a surveillance project of this type. Interested parties who feel that they possess the capabilities to satisfy this requirement should submit a capability statement demonstrating their abilities to meet this requirement. The information received in response to this notice will be considered solely for the purpose of determining whether or not to conduct a competitive procurement. Documentation should be received within fifteen (15) days after the date of publication of this synopsis to be considered by CDC. A determination by the CDC not to compete this proposed contract based upon responses to this notice is solely within discretion of the government.
