- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, and as supplemented with additional information included with this notice. This procurement is a total small business set-aside in accordance with FAR Part 19.502-2, Total Small Business Set-Asides. This procurement is being made in accordance with the procedures in FAR Part 12, FAR Part 15, FAR Part 16.5, and FAR Part 19. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HSCG23-06-R-DPP035 and it is being issued as a Request for Proposals (RFP) under NAICS Code 611430, small business size standard $6,500,000, on a competitive basis. The solicitation document, and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. The U.S. Coast Guard (USCG) will award a single Indefinite Quantity, Indefinite Delivery (IDIQ) type contract for National Incident Management System (NIMS), Incident Command System (ICS) training and curriculum development services. The period of performance shall be from date of award through 365 days thereafter, with four one-year option periods, and the services will be ordered through task orders containing Firm-Fixed price (FFP) and Time-and-Materials (T&M) contract line items (CLINS). The contractor shall be required to provide services in accordance with the performance-based Performance Work Statement (PWS). Current Coast Guard course training materials will be provided to the Offeror who is awarded this contract, and course curriculums and materials will be revised and updated by the contractor during the performance period of the contract. Inspection shall be in accordance with FAR 52.212-4. Provision 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition, and FAR Part 52.219-6, Notice of Total Small Business Set-Aside is incorporated by reference for this solicitation. Offerors shall read and follow the directions given in provision 52.212-1, particularly the submission of past performance information pursuant to 52.212-1(b)(10). In accordance with FAR 52.212-2, and the selection factors listed below as an addendum to FAR 52.212-2, the Government will award a contract to the responsible offeror whose offer, conforming to the solicitation requirements, is most advantageous and offers the best value to the USCG. The USCG will evaluate offers based on the following factors which are an addendum to FAR 52-212-2: 1) Relevant Experience/Proposed Personnel with current expertise in NIMS Incident Command System operations, and training and curriculum development services for NIMS Incident Command System type courses; 2) Demonstrated understanding of work based on the PWS; 3) Relevant Past Performance on similar procurements; and 4) Price. The importance of all non-price factors above are in descending order of importance and, when combined, are significantly more important than price. Total contract ceiling price will be evaluated for reasonableness in accordance with FAR 15.404-1b. The total contract ceiling is derived by multiplying the maximum FFP quantities by their respective unit prices and then summing those totals along with the T&M ceiling prices. Evaluation of the option periods shall not obligate the Government to exercise the options. Offerors are required to submit at least 3 Relevant Past Performance references. Current, accurate, complete information MUST be provided to contact each reference. This should include contract number, point of contact, phone number and email address for each contact. A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Offerors shall include a completed copy of provision 52.212-3, Offeror Representations and Certification --Commercial Items Alt I, with their proposal, or reference their current certifications in the Online Representations and Certifications Application (ORCA) system. Clause 52.212-4, Contract Terms and Conditions - Commercial Items, is incorporated by reference into the solicitation. The following clauses are incorporated by reference as addenda to 52.212-4: 52.216-18, Ordering (insert ?date of contract award through contract expiration?); 52.216-19, Order Limitations (insert ?$1,000? in the blank space under minimum order; insert ?$700,000?, ?$2,800,000?, ?30 days?, and ?7 days? in the blank spaces under maximum order; 52.216-22 Indefinite Quantity (insert ?120 days after contract expiration.?); 52.217-8, Option to Extend Services (insert ?30 days of the contract expiration? in the clause?s last sentence); and 52.217-9 Option to Extend the Term of the Contract (insert ?60 days of the contract expiration? in the clause?s first sentence). Clause 52.212-5, Contract Terms and Conditions Required to Implement Statues or Executive Orders-Commercial Items, is incorporated by reference into this solicitation. In addition, the following FAR clauses cited in 52.212-5(b) are applicable to this contract: 1;5; and 14 through 21. Department of Homeland Security (DHS) Clause 3052.204-70 Security Requirements for Unclassified Information Technology Resources is applicable to this solicitation and resulting contract, and is incorporated by reference. The total not to exceed ceiling, expressed in labor hours, for the T&M CLINS is 3,000 labor hours for the base period; 2400 labor hours for Option Period One; 2400 labor hours for Option Period Two; 2400 labor hours for Option Period Three; and 2400 labor hours for Option Period Four of the contract. Offerors shall provide a proposal for the T&M CLINS using labor types/categories, price per hour for those labor categories, the total number of hours proposed for each labor category, the total price for each labor category, the total price for materials as applicable, and the total overall price for each T&M CLIN. Offerors shall provide a proposal for the FFP CLINS/SubCLINS giving a price per course convening to include the cost for travel, and a total for the maximum courses that may be provided under each CLIN/SubCLIN.
