- CONTRACTOR TRAINING SUPPORT SERVICES FOR U.S. COAST GUARD NATIONAL INCIDENT MANAGEMENT SYSTEM (NIMS) INCIDENT COMMAND SYSTEM (ICS) IMPLEMENTATION IDIQ CONTRACT PERFORMANCE WORK STATEMENT (PWS) CONTINUED 1.12 PROGRESS REPORTS. The Project Manager shall provide a monthly progress report to the Contracting Officer and COTR via electronic mail. This report shall include a summary of all Contractor work performed under task orders awarded under this contract, an assessment of technical progress, schedule status, any travel conducted and any Contractor concerns or recommendations for the previous period. Additional report requirements may be specified in each task order awarded under this contract. 1.13 PROGRESS MEETINGS. The Program Manager shall be responsible for keeping the Contracting Officer and COTR informed about Contractor progress on task orders awarded under this contract, and ensure Contractor activities are aligned with Coast Guard objectives. 1.13.1 The Program Manager shall be available to meet with the Contracting Officer and COTR upon request to present deliverables, discuss progress, exchange information and resolve emergent technical problems and issues. These meetings shall take place at the Government's facility. 1.14 GENERAL REPORT REQUIREMENTS. The Contractor shall provide all written reports in electronic format with read/write capability using applications that are compatible with the Coast Guard Standard Workstation (Windows XP and Microsoft Office Applications). 1.15 PERFORMANCE REQUIREMENTS SUMMARY. It is anticipated that task orders issued under this contract will be performance based. Performance based task orders will include a Performance Requirements Summary (PRS) prepared by the Government that is specific to that task order. In general, the PRS will set forth the expected outcomes (objectives) of the task order, the service(s) required of the contractor to attain the objectives, a performance standard per outcome, and a plan for a reduction in payment in the event the contractor does not meet the performance standard. It is the intent of the Government to maintain consistency in standards and associated reduction schedules for same or similar outcomes from task order to task order. The PRS is not an exclusive remedy and inclusion of the PRS does not preclude the Government from using any other remedy available by law or contract terms, including reductions in payment in accordance with any clause for inspection of services. 1.16 INTELLECTUAL PROPERTY. All Contractor developed processes, procedures, courses, materials and other forms of intellectual property developed under this contract shall be considered Government property and shall be returned to the Government at the end of the performance period for each task order. 1.16.1 All documentation, photography and electronic data and information collected or generated by the Contractor in support task orders awarded under this contract shall be considered Government property, and shall be returned to the Government at the end of the performance period. 1.17 PROTECTION OF INFORMATION. Contractor access to information protected under the Privacy Act and Freedom of Information Act is required for task orders awarded under this contract. Contractor employees shall safeguard this information against unauthorized disclosure or dissemination in accordance with the law and Government policy and regulation. 1.18 SECTION 508 COMPLIANCE. Section 508 of the Rehabilitation Act (29 U.S.C. 794d), as amended by the Workforce Investment Act of 1998 (P.L. 105-220), August 7, 1998, requires that when Federal agencies develop, procure, maintain, or use electronic and information technology, they must ensure that it is accessible to people with disabilities, unless it would pose an undue burden to do so. Federal employees and members of the public who have disabilities must have access to and use of information and services that is comparable to the access and use available to non-disabled Federal employees and members of the public. National Response Plan 2.12 PRS ? Performance Requirements Summary 2.13 PWS ? Performance Work Statement 2.14 COTR ? Contracting Officer?s Technical Representative, a Government employee 2.15 FAR ? Federal Acquisition Regulations 2.16 TRACEN ? Training Center 2.17 USCG ? United States Coast Guard 3.0 GOVERNMENT FURNISHED RESOURCES. The Government will provide the following resources and information to the Contractor for work required under this contract: 3.1 The Coast Guard will provide (3) three Coast Guard facilitator-coaches to assist the contractor with the following courses included below: ICS-341 Incident Response Planning Workshop (IRPW) course, ICS-410 Advanced Incident Commander course, ICS-430 Advanced Operations Section Chief course, ICS-440 Advanced Planning Section Chief course, ICS-440 Advanced Situation and Resource Unit Leader course, ICS-450 Advanced Logistics Section Chief course, and ICS-620 Area Command course. 3.2 The Coast Guard shall provide (4) four Coast Guard facilitator-coaches and (6) six exercise simulation staff to assist the contractor for the ICS-420 Advanced Incident Management Team course (PWS 5.1.7). 3.3 The Contractor is responsible for all training and outcomes derived from the training of these courses and the government participation in this training shall in no way impede upon the contractor?s ability to achieve the stated goal per course. 3.4 Additional Government furnished resources or information will be specified in each task order awarded under this contract. 4.0 CONTRACTOR FURNISHED PROPERTY. The Contractor shall furnish all facilities, materials, equipment, technical services and administrative services necessary to fulfill the requirements of task orders awarded under this contract, except for the Government Furnished Resources specified in this work statement and each task order awarded under this contract. 5.0 REQUIREMENTS. 5.1 INSTRUCTOR SUPPORT. The Contractor shall provide instructor services in support of activities outlined in task orders awarded under this contract. The Contractor?s instructors shall provide expert skills and knowledge to deliver instruction in the following areas/curriculum: 5.1.1 ICS-320 Intermediate Incident Management Team (Int IMT) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned three-day ICS-320 Intermediate Incident Management Team (Int IMT) training course. The Contractor shall provide a (3) three-day, (7) seven-hour per day training course to no more than thirty (30) incident management personnel. 5.1.2 ICS-341 Incident Response Planning Workshop (IRPW) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned four-day ICS-341 Incident Response Planning Workshop (IRPW) course. The Contractor shall provide a (4) four-day, (7) seven-hour per day training course to no more than thirty (30) incident management personnel. 5.1.3 ICS-325 Intermediate ICS Refresher Training Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (1) one-day ICS-325 Intermediate ICS Refresher Training course. 5.1.4 ICS-425 Advanced ICS Refresher Training Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (2) two-day ICS-425 Advanced ICS Refresher Training course. 5.1.5 ICS-408 Multi-Agency Coordination/Agency Executives Exercise Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (1) one-day ICS-408 Multi-Agency Coordination/Agency Executives Exercise course. 5.1.6 ICS-410 Advanced Incident Commander (Adv IC) Instruction. The Contractor shall maintain and conduct training for the (4) four-day ICS-410 Advanced Incident Commander course developed. 5.1.7 ICS-420 Advanced Incident Management Team (Adv IMT) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (4) four-day ICS-420 Advanced Incident Management Team course. The Contractor shall provide a (4) four-day, (7) seven-hour per day training course to no more than thirty eight (38) incident management personnel. 5.1.8 ICS-430 Advanced Operations Section Chief (OSC) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (4) four-day ICS-430 Advanced Operations Section Chief Course. 5.1.9 ICS-440 Advanced Planning Section Chief (PSC) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (4) four-day ICS-440 Advanced Planning Section Chief course. 5.1.10 ICS-446/448 Advanced Situation and Resource Unit Leader (SITL/RESL) Instruction. The Contractor shall maintain and conduct training for the (5) five-day ICS-446/448 Situation and Resource Unit Leader (SITL/RESL) course developed in PWS 5.1.2. 5.1.11 ICS-450 Advanced Logistics Section Chief (LSC) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (4) four-day ICS-450 Advanced Logistics Section Chief course. 5.1.12 ICS-620 Area Command (AC) Instruction. The Contractor shall maintain and conduct training for the Coast Guard owned (3) three-day ICS-620 Area Command course. The Contractor shall provide a (3) three-day, (7) seven-hour per day training course to no more than thirty (30) incident management personnel. 5.2 PERFORMANCE ANALYSIS. The Contractor shall provide performance analysis services in support of activities outlined in task orders awarded under this contract. Examples of required performance analysis support services include: analysis, design, development, implementation and evaluation of traditional and innovative performance improvement systems using Coast Guard approved methodology and analysis Standard Operating Procedures (SOP). 5.3 INSTRUCTIONAL DESIGN SUPPORT. The Contractor shall provide instructional design services in support of the activities outlined in task orders awarded under this contract. Examples of required technical writing support services include: developing new or revised curriculum and training courses; designing and developing instruction; assisting in task analysis; and participating in individual course curriculum reviews to provide suggestions or recommendations to the Coast Guard for curse enhancements. These services shall also include the development of training materials to support new modules of established courses or for additional curriculum; and drafting original text/test material by conferring with subject matter experts and by researching technical publications on the information to be used. 5.4 PROJECT MANAGEMEMT SUPPORT The Contractor shall provide project management support services in support of the activities under this contract, and as outlined in task orders awarded under this contract. A PRS table will be included in PWS for each task order issued under this contract and will reflect the deliverables considered by the Coast Guard to be most important for the successful performance of that task order. This PRS table will include the expected standards of performance and planned reductions for not meeting those standards.
