Description

HUBzone sources are sought for a five year contract for design and production of a Universal Second Skin (USS) for the M40/42 series Chemical-Biological Protective Mask. This requirement is planned to be solicited as a 100% HUBZone competitive small business set aside under the provisions of FAR 6.205(a) and the HUBZone Act of 1997, 15 USC 631. Offers from concerns other than the above are not solicited. Two sizes of USS are required: Small, NSN 4240-01-413-1540, and Medium/Large, NSN 4240-01-413- 1543. Drawings are not available. The USS shall be constructed per the Scope of Work and the Performance Specification EA-PRF-2006A for Second Skin, Universal for M40/M42 series Masks. The USS consists of a conformal covering for the M40/42 Series Mask face piece providing liquid agent protection for the mask user. Materials used shall pose no potential skin contact hazard or inhalation hazard to the user. The contractor will be responsible for development of a design based on the M40/M42 series mask s ystems and the cited performance specification. Government tooling will be available on an As Is basis. Offerors must provide the materials used formulation qualified in accordance with para. 4.2.3.1 of EA-PRF-2006A, at the time of submission, for prop osals to be evaluated. This means formulations of proposed materials must have all certifications complete and approved at the time of submission. Award of a five year Indefinite Delivery, Indefinite Quantity type contract is anticipated. The annual est imated quantity of Small, NSN 4240-01-413-1540, is 50,000 each. The annual estimated quantity of Medium/Large, NSN 4240-01-413-1543 is 125,000 each. FOB is destination. Prospective offerors must submit information (limited to two pages) detailing their past experience in producing similar items and their capability to produce this item.
