- This proposed procurement is unrestricted, SIC 1629, NAICS is 238990 with a size standard of $13,000,000.00. Columbarium Phase IV B at Arlington National Cemetery, Arlington, Virginia is being advertised as a Request for Proposal (RFP). This reques t for proposal requires separate technical and cost proposals to be evaluated based on Best Value for award of the project. Competitive proposals will be evaluated on the evaluation criteria set forth in the solicitation package. Estimated cost of constr uction is between $5,000,000.00 and $10,000,000.00. Completion of work required by no later than 365 calendar days. Work under this project consists of the construction of a Columbarium with approximately 7,600 precast niches set in a reinforced concrete structure. Structure is clad in limestone with marble niche covers. Walks consist of flagstone and precast concrete pavers. Structure will have auger placed reinforced gout piles. Site work consists of irrigation system, electrical service and turf re placement for Phase IV B. Large business firms are required to submit a subcontracting plan with their proposals. A subcontracting plan will be consistent with Section 806(b) of PL 100-180, PL 95-507, and PL 99-661. A minimum of 65% of the total planned subcontracting dollars shall be placed with small business concerns. At least 20% of total planned subcontracting dollars shall be placed with Small Disadvantaged Business (SDB), including Historically Black Colleges and Universities or Minority Institut ions; 10% with Women-Owned Small Businesses (WOSB); 3% shall be placed with Hubzone Small Businesses (HubSB), 3% with Veteran-owned small businesses (VOSB); and 3% with Service Disabled Veteran-Owned Small Business (SDV). It is imperative that all small d isadvantaged businesses contact their cognizant Small Business Administration Office to obtain Small Disadvantaged Business Certification. Without SBA, SDB certification, a prime contractor nor a federal agency can receive SDB credit when utilizing non-ce rtified SDB contractors/subcontractors.
