Description
The New York District, U.S. Army Corps of Engineers (District) is in the process of developing the execution plan for the beach renourishment at Long Branch, NJ. The project will include the dredging of sand from a designated borrow area, the Sea Bri ght Borrow Area, off shore of Sandy Hook, NJ and the placement of that sand along the Long Branch shoreline. The Sea Bright Borrow Area is located approximately three miles off shore at a mean water depth of 50 feet. The material (beach fill) will be p laced north of Lake Takanassee and South of Seven Presidents Park in Long Branch, NJ. This involves the hydraulic beach fill placement of sand along the Long Branch, N.J. shoreline. Dozers will be used to spread the sand along the shoreline acc ording to design requirements. There will be 500,000 CY to 1,000,000 CY taken from the Sea Bright Borrow Area for the Long Branch Beach renourishment project. The Contractor will c onform to all local, state, and federal laws while carrying out the dre dging of the material from the borrow area and subsequent beach fill placement. The Contractor is required to conduct Sea Turtle and Whale monitoring during the period of June 1st thro ugh November 30th. The Contractor cannot place beach fill mater ial during the period of March 15th through September 15th due to Piper Plovers nesting on the beach. There may be additional restrictions to beach fill placement during the period of May 1st to December 1st. These restrictions are to avoid d isturbance to bird nesting from Sea Beach Amaranth. The Contractor shall prepare and submit a site-specific magnetometer work plan and the safety and health plan to the government for approval prior to mobilization. The work plan shall contain an U XO (unexploded ordnance) operation plan detailing the Contractors proposed methodology to complete the magnetometer search and ordnance removal procedures. Prior to the commencement of work, the Contractor sh all notify the 1st Coast Guard District, Ai ds to Navigation Officer, of his proposed operations, including location and duration of operations and request that the information be published in a Notice to Mariners. This notification must be given at least t hree (3) weeks in advance so that it appea rs in the Notice to Mariners at least one week prior to the commencement of the beach renourishment operation. The Contractor shall also coordinate all dredging and transportation activities with U.S. Coast Guard A ctivities New Jersey, Vessel Traffic Serv ice Branch. The Contractor will mark work areas with buoys as coordinated with the USCG. SURVEY OF THE DREDGING INDUSTRY The following is a confidential survey questionnaire designed to apprise the US Army Corps of Engineers, NY District, of prospe ctive dredging/beach renourishment contractors project execution capabilities. Please provide your response to the following qu estions. At the end of this survey you will be asked to provide your comments. General 1) Have you ever worked on dredging/ beach renourishment jobs similar in nature to this project? If so, please describe the project and for whom the work was performed. Identify a point of contact and phone number. 2) Have you performed dredging/ beach renourishme nt within the coastal waters of the New Jersey? 3) Would you be willing to bid on the project described above? If the answer is No, please explain why not? 4) Would you be bidding on this project as a sole contractor, prime contractor w ith subcontractor(s) or as a joint venture? 5) Is there a dollar limit on the size contract that you would bid? 6) What is the largest dredging/ beach renourishment contract (in dollar amounts) on which you were the prime contractor? 7) W hat is your bonding capacity per contract? What is your total bonding capacity? 8) Have you worked with environmental window restrictions, e.g., Piper Plo ver, Sea Turtle? 9) Is your company a small or large business as defined by the SBA? Are you classified as an 8(a), SDB, Small Veterans-Owned Business or Disabled Veterans-Owned Business, Woman-owned Business, or HubZone Business Equipment 10) What type of dredge equipment and land-based equipment do you own and/or operate that is suitable for the work described? For each dredge that you list, please specify its capacity, bucket size(s), pump horsepower, and other salient characteristics . 11) Identify which dredge(s), including support equipment (tug, etc.), you would employ on this project. 12) How many dredges do you have available for use? Please list them and provide their capacity. Please note that this notice is no t a commitment on the part of the Government to award a contract as a result of this notice or to pay for any information received. This synopsis neither constitutes a Request for Proposal or Invitation for Bid, nor does it restrict the Government to a n ultimate acquisition approach. The Government should not construe this Sources Sought Synopsis as a commitment for any purpose. The Government does not intend to rank submittals or provide any reply to interested firms.
