- Description
- The Engineering Research and Development Center, Topographic Engineering Center (ERDC-TEC) intends to award a single Indefinite Deliver/Indefinite (ID/IQ) contract for Contractors support services for the maintenance, further development and evoluti on of the Spatial Data Standard for Facilities, Infrastructure, and Environment (SDSFIE). ThE primary requirement for this acquisition is support services. The major requirements to be satisfied by this effort are (1) coordination of standards development with recognized standards bodies between government and industry to ensure consistency and applicability; (2) develop standards-based tools for geospatial database designers and administrators to facilitate creation or migration of geospatial databases th at align with relevant data architecture(s); (3) development, delivery and documentation of logical and physical data models to support integration and fusion of geospatial and other data from multiple sources with approved data dictionaries and standards; (4) development of web enabled architectures as a method of communication and training on use of tools to create and migrate databases that serve the information needs of identified Communities of Interest; and (5) establish a high level of program manage ment/configuration management processes to ensure integrity of data standards. This acquisition will be solicited using full and open competition in accordance with the requirements of Federal Acquisition Regulation, Subpart 6.1. The solicitation will in clude evaluation to the extent which offerors identify and commit to use of small disadvantaged, HUBZone, women-owned, and service-disabled veteran-owned contractors, in meeting the requirements of this solicitation. The resultant contract will consist of one (1) base year, and four (4) one-year options. Task orders will be issued as Cost-Plus-Fixed Fee (CPFF). Over the life of the contract (base year and four one-year options) the maximum contract limit the Government expects to obligate is $20M and the minimum the Government expects to obligate is $600,000.00. This estimate is not a representation to the offeror that the estimated amount will be required or ordered, or that conditions affecting this requirement will be stable or normal. At time of awar d, the Government intends to issue its first delivery order. The nature of this acquisition requires the contractor to possess, at the time of award, key personnel, to be cleared at the Secret level. The NAICS code is 541512. All responsible sources m ay submit a proposal which will be considered by the agency. The anticipated solicitation release date will be on or about 13 July 2006. The anticipated contract start date is 27 Sep 2006. The solicitation will be released via FedTeDs at https //www.fed teds.gov and via FedBizOpps at http://www.fedbizopps.gov.
