Description
GAS TURBINE STACK TESTING AT POWER PLANT NO. 2, POWER PLANT NO. 3, AND STATION K-10, PEARL HARBOR, HAWAII. The work includes, but is not limited to, all labor, supervision, management, tools, materials, equipment, facilities, transportation, incidental engineering, and other items necessary to provide gas turbine stack testing on five each 2,000 KW combustion turbine generators. The Contractor shall evaluate the equipment and analyze the fuel to formulate the performance test plan. The test plan shall be in accordance with the requirements set forth by 40 CFR 60; Hawaii Administrative Rules, Title 11, Chapter 60; and the conditions stipulated in the Navy?s covered source permit (CSP) No. 0105e-01-C. The performance test plan shall include the appropriate test methods to be used, and all other details necessary to satisfy the requirements stated. The performance test plan shall be approved by the State of Hawaii, Department of Health prior to the start of work. The Government will provide the temporary exhaust stack for the testing and provide all labor and material to modify the existing structure or equipment (e.g. construction of stack extensions, connections, etc.) necessitated by the test method. Government personnel are available to operate the turbine generators. The contractor shall provide direction to the Government equipment operators, if required, to properly execute the test procedures. The contractor shall perform three separate test runs on each turbine stack using the applicable EPA test method, follow testing requirements of CSP No. 0105e-01-C, measure the stack emissions for nitrogen oxide (NOx) while operating at four different load capacities: 30%, 50%, 75%, and 90-to-100% of peak load or at four evenly-spaced load point in the normal operating range of the combustion range of the combustion turbine, and repair all damages caused by the Contractor?s neglect at no additional cost to the Government. The performance tests shall be conducted no later than 1 November 2006 so the Government can meet the State of Hawaii certification requirements. The contractor shall record test results for each turbine stack in a format accepted by the Government and in accordance with the information stated in CSP No. 0105e-01-C. The NAICS Code for this procurement is 541380 and the annual size standard is $11,000,000.00. This is a new procurement. It does not replace an existing contract. No information exists on prior contracts. Offerors can view and/or download the solicitation at http://esol.navfac.navy.mil/ when it becomes available. All interested offerors shall register at the website. No notice of solicitation activity will be provided to interested offerors. The proposed contract listed here is 100 percent small business set-aside. The Government will only accept offers from small business concerns. Proposal receipt date is approximate.
