Description
The Alaska Region is seeking qualified firms to provide professional geotechnical engineering services on an as-needed basis for projects on Forest Service owned or managed lands within the Tongass and Chugach National Forests. The Forest Service anticipates awarding up to two indefinite quantity indefinite delivery contracts with a one-year performance period with options for four additional one year periods. Contract will have a Not-to-Exceed value of $1,500,000.00 over the life of the contract, including any option periods. Firms responding to this notice should be prepared to provide the full range of geotechnical services using in-house capacity or sub-consultant agreements. Work under this contract will be subject to satisfactory negotiation of individual task orders. Contract awarded will have a guaranteed minimum order of $5000.00 for the life of the contract, including the option years. Task Announcement Procedures: (a) As Government needs are identified, task announcements detailing the specific services to be provided will be issued in writing. For services estimated to exceed $5,000, the Government will provide each awardee a fair opportunity to receive the task order unless, in the opinion of the Contracting Officer, one contractor has unique capabilities necessary to provide the services. C.1 SCOPE OF CONTRACT (a) The purpose of this contract is to acquire geotechnical engineering services on an as-needed basis for work on Forest Service owned or managed facilities. Professional services will be for projects within the geographical area of the USDA-Forest Service, Alaska Region within Tongass National Forest and the Chugach National Forest. (b) The Forest Service anticipates contracting with firms which offer a strong geotechnical engineering capability including drilling, laboratory testing and report preparation. The projected scope of work will include drilling in remote areas of the Forests as well as areas near cities accessible by roads. Some of the sites may be in remote locations and some may be located in highly developed recreation settings. Drilling services can be contracted out to a subcontractor under the supervision of the geotechnical engineering firm, at the option of the firm as long as this is advantageous to the government and the work is done in a professional manner. Normal geotechnical drilling techniques and procedures will be used. In addition to the drilling work, laboratory testing in accordance with, but not limited to, the attached summary will be conducted. The scope of work will also encompass the preparation of a geotechnical investigation report. Associated with the aforementioned field, laboratory and report preparation may include the conducting of site surveys, performing geotechnical designs and installing sophisticated monitoring and testing apparatus. The work will be on a variety of Forest Service owned or managed facilities, including roads, bridges, dams and buildings. The work can involve slope stability analysis and evaluations, foundation design for bridges and buildings, retaining walls and reinforced earth structures, roadway analysis and borrow and materials investigations. Types of facilities may include but are not limited to, administrative sites, offices, warehouses, small storage buildings, multi-family and single family homes, crew quarters, classrooms, visitor information centers, recreation cabins, toilet buildings, and building systems in support of these facilities. Not all projects will involve all three areas of the contract, i.e. field, laboratory and report preparation. In some cases only field work may be required or laboratory work. SELECTION CRITERIA. Documents will be evaluated on presentation relative to the requirements stated herein. The technical evaluation will consider how each issue is addressed and how it is formatted in order to coincide with the indicated selection criteria. Firms responding to this public notice will be evaluated and ranked using the following selection criteria. Ranking criteria are listed below in descending order of importance. Organize your documents providing the required information in a logical manner in the order as presented herein. Required documents will include, as a minimum Standard Form-330. The firm may include a separate attachment or brochure that specifically addresses the questions and requirements of this notice, including references to the SF-330. (1) Specialized Experience Specialized experience selection criteria includes both geotechnical engineering experience and location of the geotechnical experience. Evaluation will be based on the extent of directly related experience of the various soil and rock formations in Southeast and Southcentral Alaska. Experience in other locations of the U.S. with similar rock and soil conditions to Alaska will be considered; particularly considered of primary importance will be experience with soils such as muskeg, silt and glacial till. Experience in Alaska will be given priority over experience outside of Alaska. Examples of work shall be documented for review. The examples provided should include detailed descriptions of the type of work performed and soil conditions encountered. (2) Professional Qualifications of Personnel, Subconsultants and Subcontractors Professional qualifications of in-house employees, subconsultant personnel and subcontractors are necessary to satisfactorily perform the requirements of geotechnical related work. Evaluation of this information will include reviewing an organizational chart that outlines in-house staff and lines of authority, responsibility and communication. All professional personnel must be registered to practice in the state of Alaska. Technicians shall be rated based on experience, education and certifications such as NICET, etc. Evaluation will be based upon the number of qualified personnel, such as geotechnical engineers, civil engineers, geologists, draft-persons, construction materials testing technicians and inspectors, land surveyors, and to lesser extent other specialties such as structural, mechanical and electrical engineers. Resumes for the personnel will include knowledge and level of specialized education at the university level, and all other applicable education, training, and certifications together with their availability to perform work on this contract. Subcontractor evaluation will consider the type of work that will be performed along with applicable knowledge and expertise. Only approved subcontractors, as presented in the proposal will be acceptable to be used in the final contract. (3) Capacity to Accomplish Work The capacity to accomplish work is the firm?s ability to meet its contractual obligations in a timely manner. Evaluation will be based upon the following criteria; the number of personnel available to accomplish necessary work; previous working relationships of listed team members; the quantity of existing work under contract; and, the schedules used to accomplish the existing work. References must be provided, and will be used to evaluate this requirement. (4) Technical Approach Technical approach is defined as the technical merit and the appropriateness of applied techniques and methods of accomplishing the work. The evaluation will consider quality and capacity of the soils laboratory, engineering software used to perform geotechnical analyses, and positive environmental approaches in laboratory testing and field investigations. (5) Quality control program A quality control program is an organized method to ensure that acceptable work is provided to the client. Evaluation will be based on the approach, thoroughness, and resources used in the quality control program that will ensure that the contract requirements are met, and quality work is produced. Laboratory certification such as American Association for Laboratory Accreditation (A2LA) and COE accreditation will be given priority. (6) Past performance Past performance consists of prior relationships and ability to complete contractual requirements. Evaluation will include contracts with federal government agencies, local governments and private industry. Specifically, the evaluation will be based upon the firm's past experience in performance of the requirements described; quality of the work and timeliness of performance under previous contracts. Federal contracts will be given more weight in the evaluation followed by experience with other government agencies, and finally experience with the private sector. References with telephone numbers must be provided. (7) Scheduling and delivery related controls Scheduling and delivery related controls are defined as timing and duration of various phases of a geotechnical investigation. The evaluation of scheduling and delivery will not consider the time of delivery, however the evaluation will include the completeness of detail, sequence of planned operations, timing and duration of site investigations and laboratory testing, and time allowed for various phases of work. (8) Geophysical capabilities Geophysical capabilities is defined as a branch of geology that includes analysis of aggregate and rock formations. Evaluation will consider geophysical capabilities including such procedures as geophysical borehole logging (electric logs), bedrock analysis, determining extent and quantity of aggregate deposits, karst studies, seismic surveys, and electromagnetic mapping. Qualified firms, regardless of size, are invited to submit Standard Form-330, Architect-Engineer Qualifications, Parts I and II, not later than the 3:00 pm local time, July 10, 2006, to Alaska Region USDA Forest Service, Federal Building, PO Box 21628, Juneau, AK 99802, ATTN: Mari Meiners.
