Description
The U.S. Department of Labor?s Bureau of International Labor Affairs (USDOL/ILAB) seeks the services of a contractor to provide oversight of government and private industry efforts to develop and implement mechanisms to eliminate the worst forms of child labor (WFCL) in the cocoa sector in C?te d?Ivoire and Ghana. ?Pursuant to the Department of Labor Appropriations Act, 2006, the Contractor is required to be a human rights center at a major university with expertise in African studies, child labor, and business ethics. Qualified, major universities worldwide may apply. For the purposes of this contract, USDOL/ILAB defines ?human rights center? as any university?affiliated center or organizational unit whose work focuses on the study of issues related to human rights. USDOL defines ?major university of 4,000 or more students.? This competition is limited to a human rights center at a major university with expertise in African studies, child labor and business ethics. For your information, the NAICS code for this requirement is 541720 and the size standard is $6.5 million. The period of performance expected is three (3) years to provide oversight and will include annual reporting requirements to both the Congress and USDOL/ILAB by the end of each fiscal year.? DOL anticipates making only one (1) award for this requirement. This solicitation will be available on or about July 14, 2006 and will be distributed solely through the General Services Administration?s Federal Business Opportunities web site http://www.fedbizopps.gov/. Hard copies of this solicitation will not be available. The site provides downloading instructions. All future information about this acquisition, including solicitation amendments, will also be distributed solely through this site.
