Description
Responses to questions received from interested participants and our responses follow: 1) Is there an incumbent currently providing this training and if yes, who is the incumbent and length of time incumbent has held the contract? Clarksville Judo  Jujitsu & Akido Club is currently providing the training. Theyve provided the training from 11 Apr 05  11 Jul 06. 2) Is there a desired instructor to student ratio and if yes, what is it The normal instructor to student ratio is 1:5; but the instructor must be capable of teaching larger groups as needed. 3) Will the government provide the training facility? If so, what is the nature of the training facility? Is it gym or outdoor training combative pit? The government will provide an indoor training facility, which is a combatives room or gym; Outdoors facilities are also provided if the training requires them, combatives pit or other facility as required. 4) Please clarify the training schedule. Is this a daily, weekly, monthly training requirement? Is this a fixed training schedule, i.e. fixed dates or based on expected number of students available? Instructors will conduct DAILY classes during Physical Training (PT) (0615-0800) and additional classes throughout the day/week as scheduled by the unit. Most additional classes will be conducted during the duty day (0900-1730) but night classes may be occ asionally required based on mission requirement. (Night classes have not been used in the past). Additional classes are scheduled at least one week prior to training so that schedule can be provided to the instructor. 5) What is the expected number of students in each training session? Most classes have between 1-15 students. 6) What is the expected length of the training day? The maximum duty day is 0615 to 1730 if a full day is scheduled; the normal duty day will be 0615 to 0800, unless additional classes are scheduled. 7) Please clarify the nature of the target student audience. Is this designed for refresher training or is this initial training? Training will be available for all skill levels that the instructor is authorized to certify students to. He must be able to effectively teach beginning classes through the level he is authorized to certify his students. 8) Since this type of training can be designed for various types/categories of students, please state the training objectives/purpose of training. The purpose of this contract is to give all available students the opportunity to learn an unarmed personal protection skill, or improve on the skills that they already have. The following FAR clauses are added by reference as a part of 52.212-5: 52.203-6 -- Restrictions on Subcontractor Sales to the Government; 52.219-8 -- Utilization of Small Business Concerns; 52.219-14 -- Limitations on Subcontracting; 52.222-3 -- Convict Labor; 52.232-19 -- Availability of Funds for the Next Fiscal; 52.232-18 -- Availability of Funds; 52.232-36  Payment by Third Party. Payment will be made by Government Purchase Card. The following is deleted in its entirety from the solicitation: DFARS 252.247-7024-- Notification of Transportation of Supplies by Sea; DFARS 252.243-7002 is corrected to read: Requests for Equitable Adjustment. Fringes: is deleted. Para C.113, Performance Work Statement: Delete Primarily. Evaluation factors: Technical Factor is of equal value to Price.
