- This procurement is advertised as a 100% SMALL BUSINESS SET-ASIDE. The U.S. Army Engineer District, New Orleans, has a requirement for Real Estate Tract Ownership Data for the New Orleans District Recovery Plan in support of Southeast Project Areas. The Corps intends to award one Firm-Fixed Price, Indefinite Delivery, Indefinite Quantity (IDIQ) task order contract as a result of this solicitation for Area 2. Area 2 covers the following parishes: Ascension, Assumption, East Baton Rouge, East Felicia na, Iberville, Livingston, Pointe Coupee, St. Helena, Tangipahoa, West Baton Rouge, and West Feliciana. The term of the contract will be one (1) year with options for four (4) more years. The contract will contain a minimum of 2 each (tract ownership dat a) and a maximum of 200 each (tract ownership data) over a period of up to five years. This is a Best Value: procurement process. The following procurement evaluation criteria shall be utilized and listed in order of importance: Technically acceptable , lowest price. The award will be based upon the following selection criteria 1. Five (5) years of title experience in the State of Louisiana, and researching at least 10 tracts per year in the Area of consideration during that period, are required to be technically acceptable to the government. (Examples must be provided in the bidders proposal that cite: name of contract, contract number/job, identify property, company, POC and telephone number. 2. Lowest price will be the other determining factor. Requests for Proposal will be issued on or about 17 July 2006. Interested parties shall obtain a copy of the solicitation by downloading it from FedTeds at www.FedTeds.gov. There will be no paper copies available. For security reasons, all technical and engineering data related to this solicitation will be distributed using the Federal Technical Data Solutions (FedTeDS) system. FedTeDS is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. I nterested bidders must register with FedTeDS before accessing the system. Registration instructions can be found on the FedTeDS website (https://www.fedteds.gov) by clicking on the Register with FedTeDS hyperlink. Contractors registered with the Federal Technical Data Solutions (FedTeDS) may view and/or download this solicitation and all amendments from the Internet after solicitation issuance at the following Internet address: https://www.fedteds.gov/fedteds/start.nsf/frm.vendorlogin?openform&SolicitationNumber=W912P8-06-R-0191. You can also find the link to FedTeDS for this solicitation on the New Orleans District web site at www.mvn.usace.army.mil. Click on Contracts and the n Procurement Opportunities. Click on the solicitation number and it will send you to FedTeDS. Type in your username and password. A page will come up and you Accept. The next page will say Solicitation Information, click on file name and begin downloa ding. Do not click on the paperclip, click on the blue informational line. It may take some time to download the files. Zip files containing .cal drawing files should be downloaded and extracted together in a single directory. You will need the adobe a crobat reader for .pdf files (www.adobe.com) and the maxview reader (www.maxview.com) for .cal files in order to open most files posted by the New Orleans District. You are advised that FedTeDS currently does not have a Plan Holders List capability. Howe ver, you are encouraged, for marketing purposes, to register as an Interested Vendor in FedBizOps (www.fbo.gov). This can be done by clicking on the solicitation title and clicking on the button that says Register as an Interested Vendor and entering your business information. Offerors are also encouraged to post notices of prospective subcontracting opportunities on the Small Business Administrations Subnet, at http://web.sba.gov/subnet.
