- This solicitation is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/and the Navy Electronic Commerce on Line (NECO) site located at <http://www.neco.navy.mil/>. While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the Internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. This is a sole source procurement with Colt Defense LLC for the procurement of a minimum quantity of 100 EA M4A1 Carbines with CQBR upper receiver//CQBR upper receivers, maximum quantity of 10,000 EA M4A1 Carbines with CQBR upper receiver//CQBR upper receivers. Naval Surface Warfare Center, Crane Division intends to enter into a Firm-Fixed-Price, supply type, Indefinite Delivery/Indefinite Quantity (IDIQ) contract with an ordering period of five (5) years after award. Contractors must be registered with the Central Contractor Registration database and must be certified under the Joint Certification Program. Commercial Packaging is acceptable. Award of a firm-fixed price, 5 year- IDIQ contract is anticipated. Delivery of the minimum quantity is required to begin within 90 days after contract award, and shall be FOB destination, NAVSURFWARCENDIV Crane, IN. Inspection and acceptance will be at source. Selection for award will be based upon a positive responsibility determination and a determination of a fair and reasonable price. A safety survey will be required prior to award of the contract to ensure contractors comply with the requirements of DFARS 252.223-7002 and 252.223-7003. To be eligible for award, contractors must be properly registered in the Government's Central Contractor Registration (CCR). Offerors may obtain information on CCR registration and annual confirmation requirements by calling 1-888-227-2423, or via the internet @ www.ccr.gov. All changes to the requirement that occur prior to the closing date will be posted to Crane web site, FedBizOpps and NECO. It is the responsibility of interested vendors to monitor the Crane web site, FedBizOpps and/or NECO for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
