Description
NASA/GRC has a requirement for one (1) each of the following Andor Technology Inc. products: 1. Newton USB 207-10 UVB CCD evac head 2. Shamrock base unit- double exit port 3. Spectroscopy software 4. S/W dev kit for usb-2 5. sr303 gratg 600-300 6. sr303 gratg 1200-300 7. sr303 h1800/300-1100 8. 10-150W Univeral Lamp housing for HG-arc 9. Quartz condenser 10. Rear Deflector assembly 11. 100W Hg lamp 12. Lamp adapter and heat sink for 100W Hg lamps 13. Cable between power supply and lamp housing 14. Interface with ignitor 15. Power supply for 50-150W arc lamps 16. Focusing assembly for quartz bundles 17. UV large core optical fiber 18. Adapter: SMA to 11mm ferrule 19. sr303 gratg 2400-300 20. 105mm, F# 4.5, AF fitting, 250-650 nm NASA/GRC intends to purchase the items from Andor Technology for the following: 1.) The Andor spectroscopy hardware and software are to be used in conjunction with and identical Andor system currently being used. 2.) The statutory authority permitting other than full and open competition is 10 U.S.C. 2304(c)(1), ?Only one responsible source and no other supplies or services will satisfy agency requirements?. 3.) The use of competitors Spectroscopy hardware and software systems will not be compatible with existing test rig operating systems. The performance and function of the test facility systems depend on these components. Compatibility of these systems is crucial. 4.) This unit will allow two separate observation points of kinetic spectroscopy to be obtained simultaneously, which will save time and money during Research tests. 5.) Extensive custom software and data analysis was developed based on the existing Andor unit. Only the Andor Unit would be compatible. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on July 10, 2006 Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications ARE NOT acceptable in response to this notice. An Ombudsman has been appointed. See NASA Specific Note "B".
