Description

This is a combined synopsis/solicitation for a commercial item prepared in accordance with FAR Subpart 12.6 and as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. Solicitation AG-4660-S-06-0018 will be issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-10. The associated North American Industrial Classification System (NAICS) code for this project is 333120 with a small business size standard of 750 employees. This acquisition is set-aside for small business. The contractor shall provide the following contract lines: Item 0001--1 ea, Tractor; track type (115 hp minimum high gear) with the following: high gear final drive; finger tip controls; work lighting, four ROPS mounted lights with screen guards 2 front and 2 rear; heavy duty crankcase guard extreme service; fuel tank guard; heavy duty grill, hinged; forestry arrangement with ROPS, FOPS, and limb sweeps; guide/guard, track, heavy duty; cab with a/c; air handle unit on outside shall be guarded; all operator station glass shall have screen guards with minimum visual obstruction; suspension seat ? shall be of heavy duty vinyl; 4 valve hydraulics discharge on rear; complete 5VPAT XL bulldozer blade pin over root rake; high ambient cooling package; heavy duty batteries; track, minimum 22? extreme service, heavy duty; track roller frame with rock guards; track roller frame with 7 rollers; engine air intake pre cleaner under hood; speed controlled winch with 1 inch cable 100 ft in length and cable eye hook; 3 roller fairlead for winch; winch arrangement with drawbar and extension; fuel filter and fuel tank guards; tie down points shall have 6, two each side left and right mounted on roller frame and two outside top back of blade. Delivery desired within 90 days but required within 120 days after receipt of contract. FOB Destination - Point of delivery and acceptance is USDA-Forest Service-Savannah River, 1-mile inside Aiken Barricade, SRS, Bldg 760-15G, Aiken, SC 29802. The following FAR provisions and clauses apply to this request for quotation and are incorporated by reference and/or full text as required: FAR 52.212.-1 (no addenda), FAR52.212-4 (no addenda), and with in FAR 52.212-5, 52.203-6, 52.219-6, 52.219-8, 52,219-14, 52.222-3, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-39, 52.225-1, 52.225-13, 52.232-33, and 52.204-7 Central Contractor Registration. The Contractor is to include a completed copy of the provision at FAR 52.212-3, with its offer. Descriptive literature needs to be provided to show product to be provided meets specifications. Basis of Award: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technically acceptable low offer. Therefore, after reviewing description literature to ensure product to be provided meets specifications, award will be made to the low offeror. Request for Quote are due no later than 4:00 p.m. (EST), 26 Jul 2006.Quotes may be received by mail or FAX. Mail- USDA Forest Service, P.O. Box 700, New Ellenton, SC 29809, FAX- (803) 725-1807. For delivery 72 hours notification is required to process any security badge requests for U.S. Citizens and up to 30 days could be required for non-U.S. citizens. Deliveries to the Savannah River Site may encounter delays due to creased security and safety requirements. Offerors must register on this website in order to receive notification of changes to the solicitation.
