Description

The U.S. Department of Commerce, NOAA intends to award a purchase order to Starr-Oddi, LTD, 14 Vatnagordum, Reykjavik, Iceland, 104, under the authority of FAR 6.302-1 through request for quotation number EA133C-06-RQ-0655. Only one responsible source is available to satisfy the agency requirement to provide DSTMilli TD loggers, accessories, and Sea Star software. Star-Oddi is the only known source to provide a lightweight, small depth logger capable of recording over 20,000 measurements in intervals as often as 1 second, in depths less than 15m of salt water. Star-Oddi also holds proprietary rights to the DSTMilli TD loggers and software and therefore not commercially available. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 12:00 p.m., EST, 07/13/2006 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
