Description
The U.S. Department of Commerce, NOAA intends to award a purchase order to Cornell University Office of Sponsored Research, 1200 Day Hall, Ithaca, NY 14853-2801, under the authority of FAR 6.302-1 through request for quotation number EA133F-06-RQ-0626. Only one responsible source is available to satisfy the agency requirement to provide scientific and technical expertise to design and use new techniques for calculating and visualizing the noise budget of the Stellwagen Bank National Marine Sanctuary (SBNMS). Cornell University is the only known organization to have developed, designed and monitored an array of 10 ARU?s (Autonomous Recording Units) by the Cornell Laboratory of Ornithology?s Bioacoustics Research Program (BRP) specifically designed to continuously monitor and record marine sounds. The ARU is a unique technology developed by the BRP and the SBNMS. All data recorded from the array is managed by BRP under an existing contract with the SBNMS. Cornell University also holds proprietary rights to the accompanying analytical software and therefore not commercially available. Interested persons may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. All information received by 12:00 p.m., EST, 07/13/2006 will be considered by the government. A determination by the Government not to compete this proposed acquisition based on responses to this notice is solely within the discretion of the government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. Responses to this notice, if any, must show clear and convincing evidence that competition would be advantageous to the government.
