Description
THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. A SOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The National Heart, Lung and Blood Institute (NHLBI) Consolidated Operations Acquisitions Center (COAC) for the National Human Genome Research Institute (NHGRI) intends to negotiate and award a purchase order on a noncompetitive basis to deCode Genetics EHF, Sturlugata 8, 101 Reykjavik, Iceland. The purchase consists of Genome-Wide-Scan at 2cM average resolution using deCode standard STR mapping panel of 93 samples. As well as Whole Genome Amplification to 40ug final DNA concentration of 93 samples. The sole source determination is based upon the unique method of whole genome mapping and deCode Genetics is the only company available which offers the most advanced marker set for mapping diseases and they have established a unique company in Iceland dedicated to this work. As such it has the largest, and most advanced high-throughput microsatellite genotyping facility in the world. The features and protocols offered by deCode are necessary because mapping of genes is accomplished by the use of multiple markers throughout the genome. The better characterized markers used, the better the chance of finding the correct chromosomes. An award to any other source would affect the Institute?s anticipated outcome and would not provide any cost savings to the Government. The North American Industry Classification (NAICS) Code is 541710 and the Size Standard is 500 employees. The acquisition is being conducted under FAR Part 13, Simplified Acquisition Procedures, and is exempt from the requirements of FAR part 6, Competition Requirements. This notice of intent is not a request for competitive proposals. Interested parties may identify their interest and capabilities in response to this synopsis. The determination by the Government not to compete the proposed contract based upon responses to this notice is solely with the discretion of the Government.
