Description

The Government intends to purchase a SmartTest Servopneumatic (SP) Test System Upgrade including an EnduraTEC servo-pneumatic mechanical fatigue test system, control system, software, computer, on-site setup and training on a sole source basis. Purchase will be made from Bose Corporation, Electroforce Systems Group in accordance with the requirements of FAR 13.106-1 (b) (1), for the acquisition of supplies or services determined to be reasonably available from only one source. The items to be purchased are 1 ea. WIN Test Series control, including an external interface chassis, pci interface card, emergency stip, cabling, LCD monitor and software. This will upgrade the existing servo-pneumatic fatigue test system that is housed in Building G at the LS Laboratory site. The existing DOS-based system was procured from EnduraTEC in the 1990?s and resides in a 486 based personal computer. This is an upgrade to the existing computer hardware and the EnduraTEC WinTest operating and test system. EnduraTEC is now the ElectroForce Systems Group of Bose Corp. This is a thoroughly integrated upgrade for the Lab?s EnduraTEC WinTest control system and required computer hardware. There is a need to maintain essential system integrity in the upgrade. No other sources have been identified which offer WinTest PCI upgrades for an EnduraTEC SmartTest Test System. If completely compatible, qualified sources for this upgrade exist, they must submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 3:00 p.m. eastern standard time on the response date listed above. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
