Description
The Spanish Ministry of Defense intends to advertise for International Competitive Bidding (ICB) on works and services within the framework of the NATO Security Investment Program. Eligible firms will be invited to bid for the completion of BRASS Baseline Implementation South-Spain (BRASS 2). This project comprises the following: - The procurement and installation at the Radio Station Transmitting sites of Cadiz (Chiclana) and Las Palmas (Almatriche) of 13 new 10 kW HF Solid State Transmitters, Modems, antennas, auxiliary equipment and the necessary remote control facilities. - The procurement and installation at the RS Receiver Sites of Cadiz (Puerto Real) and Las Palmas (Picacho) of 11 last generation HF Receivers, Modems, antennas, and the necessary control facilities. - The integration of all new communications equipment into the related existing BRASS subsystems (MPS, RSC, CISS, PTFSS.) at the ACMSs of CECOMMAND (Madrid) and CECOMFLOT (Rota, Cadiz) that have been developed under the initial phase of the SP BRASS (2000-2004). The Director de Aprovisionamiento y Transporte (DAT), Director of Supply and Transport, Spanish Navy Logistic Support Command (JAL), will act as the Contractor Body for this project. The DAT intends to use the International Competitive Bidding one step procedure. The estimated value of this project is Euro 10.8 million ($13.0 million USD) The reference of the Invitation for International Bid (IFB) is IFB-CPI-160003. The U.S. Department of Commerce will be using the reference IFB-SPAIN-BRASS-2. SCOPE OF PROJECT The Spanish Navy implemented in 2000/2004 the first phase of the BRASS system (BRASS 1) to upgrade the HF Radio Station of Madrid (ERMAD) and the Commcenters of CECOMMAD (Madrid) and CECOMFLOT (Rota, Cadiz). To meet all NATO requirements in Spain, there is a need to complete the BRASS system by acquiring and installing new 10 KW HF Solid State Transmitters, Receivers, and auxiliary equipment at the RS of Cadiz (ERDIZ) and Las Palmas (ERPAL), and to integrate this new equipment into the existing BRASS ACMSs. The standards, specifications, and architecture for the implementation of this project must comply with NATO BRASS policy, as stated in Maritime Communications (MAC). The scope of this project includes the upgrading of ERDIZ and ERPAL RSs with provision of last technology HF radio capability, and the adaptation of the existing Commcenters for the effective automated and adaptable management system integrated into the existing ACMSs. The purpose of this NOI is the acquisition and installation of HF Solid State Transmitters, HF Receivers, modems, aerials, and the integration of the new equipment into the existing BRASS sub-systems at the ACMSs developed under the BRASS 1 project. The procurement at the RS sites is as follows: - Procurement and installation of 13 HF 10 kW Solid State Transmitters - Procurement and installation of new HF aerials to transmit in 13 frequencies with an output power of 10 kW - At least two of these aerials at each transmitting site have to be rotary antennae - Procurement and installation of the necessary antennas switching matrix - There is a need to carry out an EM compatibility study to propose those aerials to be used and their appropriate location at the antenna fields - Procurement and installation of 11 last generation HF Receivers - According to the technical solution proposed, procurement and installation of the necessary audio-data switching unit - Procurement and installation of transmission field strength sensor(s) system - The necessary CW at the Transmitting and Receiving Radio Sites for the installation of new equipment - Procurement and installation of power supply emergency generators - Procurement and installation of remote control facilities, and their integration into the existing system The following procurement and works at the ACMSs of CECOMMAD and CECOMFLOT: - Upgrade of the existing ACMSs and to automatically run and manage the new communication equipment for broadcast and message handling integrated into the existing BRASS system and in accordance with MAC policy - Integration of the new components into the existing ACMSs to automatically continue accomplishing functions such as: analysis, conversion/translation, monitoring and control, management of databases, and security - Installation of all system components in accordance with NATO security regulations for NATO SECRET security accreditation - Configuration of red digital matrix for the complete BRASS system - Configuration of red voice digital matrix for the complete BRASS system - Installation and configuration of crypto devices - Configuration of black digital matrix for the complete BRASS system - Configuration of black voice digital matrix for the complete BRASS system - Procurement and installation of two Automatic Request Queuing (ARQ) processors - Development or adaptation of the necessary SW The existing BRASS system is currently using the SP Navy SACOMAR for message processing purposes. It is required to continue using the SACOMAR system until the BRASS Initial Core Capability software becomes available. At the time, a specific project will be implemented to replicate and adapt the BICC SW to the SP BRASS, as required. BIDDING PROCEDURE Personnel working on this project, or visiting installations and/or working at NATO sites, are required to have a NATO SECRET security clearance. It is the responsibility of the contractor to ensure that the Defense Industrial Security Clearance Office (DISCO) forwards to DAT the NATO clearance certifications for all personnel assigned to the contract. The U.S. Department of Commerce does not serve as the Host Nation for NATO projects. Its role is to approve for bidding those firms of NATO-member nations with a facility located within the United States. Only firms approved by the U.S. Department of Commerce will be allowed to bid. The DOE is used to nominate the firm to the Bidders List for a particular project. The U.S. Department of Commerce forwards the DOE to the U.S. Embassy, which in turn forwards it to the Host Nation. The Host Nation will not accept requests for nomination received directly from firms. Firms that the U.S. Embassy nominates to the Bidders List will be contacted directly by the Host Nation when the Invitation for International Bidding (IFB) has been issued. IMPORTANT DEADLINES 1.
