Description

The National Oceanic and Atmospheric Administration (NOAA), Acquisition and Grants Office, NESDIS Acquisition Division (AD) intends to negotiate with General Dynamics Advanced Information Systems, Ypsilanti, MI., on a sole source basis, citing 41 U.S.C. 253 ( c ) ( 1). Only one responsible source to provide 1) maintenance support for ENVISAT and RADARSAT-1 SAR Algorithms already developed and being implemented into the AKDEMO winds, ice mask, and ship detection. 2) Refinement, implementation, and testing of the wave state products currently under development for ENVISAT ASAR data. The software for the wind victor calculation, and ice mask software has been development by General Dynamics and is constantly being upgraded to meet the needs of the Government. This software is proprietary to General Dynamics Advanced Information Systems. Responsible sources may submit a response, which, if timely received, will be considered by the Government. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the above requirement. Failure to submit such documentation will result in the government proceeding as stated above. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 15-days after publication of this synopsis All information in response to this notification must be submitted in writing to the attention of Sally Huber, Contract Specialist. Note 22 applies.
