Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) proposes to negotiate on a sole source basis, under the authority of 41 U.S.C. 253(c)(1), with Agilent Technologies, Inc. for a digital Bit Error Rate (ratio) Tester (BERT). The BERT will be used for research in optical and electrical digital waveform metrology, eye pattern measurement, and system jitter metrology. The work is targeted at state of the art communications at data rates of 10 Gb/s and 100 Gb/s. The research requires repetitive measurement of pseudorandom or user defined bit sequences and requires that the pattern generator have the capability of changing the relative delay between the trigger pulse and the pattern through software, external analog modulation, and through a jittered external clock. The external delay modulation shall have at least 1 GHz bandwidth and be capable of 100 ps or more modulation. The electrical pattern generator of the BERT must be suitable for generating non-return to zero (NRZ) data patterns at data rates from 0.62 Gb/s up to at least 12 Gb/s. The system shall be compatible with 10 Gigabit Ethernet, 6.4 Gb/s PCI-express, and OC-48 and OC-192 standards. Be capable of adjustable pulse amplitude up to 2 volts and have pulse transition duration (20% to 80%) less than 20 ps. Have pattern timing jitter less than 9 ps peak to peak and be capable of generating pseudorandom bit sequences (PRBS) of length 2n-1, (n equals 7, 9, 10 and 31) with variable marker density and extended ones or zeros. It must be capable of generating user defined pulse sequences, capable of generating trigger signals synchronized with the PRBS sequence, and capable of generating trigger signals at the data rate or fractions of data rate (1/8, 1/16, 1/32). It must also be capable of generating manually programmed data sequences and triggering on specific (less than or equal to 16 bits long) sections of the sequence. The BERT shall include a synthesized system clock. The system shall be capable of automatically changing delay between trigger and data by 300 ns or more and include an interface with the computer/network controller for running automated test sequences, controlling relative trigger/data timing, and loading manually generated data sequences. The interface/control software must have a graphical user interface. The interface/control software must control both the generator and analyzer. The software must be capable of eye contour measurement and ?bath tub? plots of timing and amplitude margin. A cost effective modular design for future addition of additional pattern generators and error detectors and low cost upgrades to bit rates up to 100 Gb/s is also required. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The Agilent system N4873A-ATO is the only system that meets all of NIST?s requirements. This synopsis is issued for information only. No competitive solicitation is planned. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
