Description
The Dugway Proving Ground, Directorate of Contracting is contemplating a 100% Small Business Set Aside construction procurement for a complete interior renovation of a chemical laboratory. This is a pre solicitation synopsis for the following non pe rsonal service construction contract: (1) Building interior only, Chemical Laboratory, Specs for the Construction will be given in the solicitation: Presolicitation specs are as follows (subject to change therein solicitation). Work will consist of constru ction of 4 laboratories and two chamber systems as well as all associated supporting utility functions to include mechanical, electrical and all other supporting systems for full operation to the subject building. Construction renovation of a chemical lab oratory equipment list is as follows: Chamber and laboratory exhaust filtration systems, fume hoods with room flow control valves & controls, variable frequency drives, uninteruptable power supplies, air compressors and vacuum pumps, electrical hardware, cooling systems, circulation pump & boilers. Qualifying criteria for construction contractor and supporting evidence must be furnished with the solicitation (not this pre solicitation synopsis) to demonstrate the ability to comply with the Governments re quirements (1) Primary Contractor/Sub Contractors must be licensed and bonded in the state of Utah. (2) Contractor should submit reference material about previous construction projects of a similar nature. (3) Contractor should submit detailed informatio n on qualifications, licensing and certifications for key personnel, both primary and all sub-contractors, (i.e. electrical, mechanical, etc.) (4) Phoenix Controllers shall be used for all fume hood and air balancing control. Contractor needs to provide d ocumentation that personnel installing and balancing the controls are factory certified to work on these systems. (5) Contractor should submit qualification of personnel that will be installing the hoods and associated casework. (6) Flooring contractor should have experience in application of epoxy flooring and wall paints that are typically used in chemical laboratories. All firms or individuals responding must be registered with the Central Contractor Registration (CCR). North American Industrial Cla ssification Standard (NAICS) 236220 (37 million) applies to this procurement. Magnitude of the constuction is between $5,000,000 & $10,000,000. The solicitation for this requirement is anticipated to be issued on or around 20 July 2006.
