Description
The Bureau of Land Management (BLM) has a requirement for contractor run adoption events within the Southern part of Nevada for a base year plus two one year option periods. The following sets forth the background of BLM's needs and the basic requirements needed for contractor run adoption events. Wild horses and burros on public lands are protected, managed and controlled under the provisions of the Wild Free-Roaming Horses and Burros Act of December 15, 1971 (as amended) by the Bureau of Land Management (BLM) and United States Forest Service (USFS). Excess wild horses and burros are removed from the public lands as resource conditions and other factors warrant. Once gathered, excess animals are placed in facilities where they are prepared for placement in private maintenance by private citizens within the United States through the Adopt-a-Horse and Burro program. Generally, a ready adoption market exists for burros; however, adoptions of wild horses have lagged behind in recent years, resulting in a backlog of wild horses available for adoption. This has also led to escalating costs to feed and care for the animals. Recent demographic information for the horse industry also indicates the baby boomer generation is approaching middle age (45-65 years of age), leading to increasing demand for horses with some training. By increasing the number of gentled/trained horses available for adoption, it is expected that the number of successful adoption will increase and the number of wild horses held and the cost to care for these animals will decrease. General Services - The objective of this contract is to procure services in Clark and Lincoln Counties within the State of Nevada to adopt and/or gentle/train between 50-100 (for all contracts combined) wild horses in private homes on a yearly basis. The contractor shall provide all the necessary facilities, personnel, equipment, supplies and services to accomplish the following: Adopt and/or gentle/train a minimum of one stock trailer load (10 horses) of wild horses, aged 1-4 years of age. Least resistance training methods will be used (what comes naturally to the horse). The contractor may train these animals to any level desired to enhance their adoptability, but training is not required; Place an order with the Contracting Officer's Representative (COR) for the number, age and sex of horses the contractor wishes to adopt/train. Horses will be selected by BLM based on the contractor's order and will be primarily common colors (bay, brown, sorrel, black); Contractor is responsible for transporting the animals from the designated BLM facility to his/her location, and for keeping, feeding, and providing humane care for the animals while they are at the contractor's facility (including trimming feet, providing veterinary care, boostering vaccinations and maintaining current Coggins testing as necessary). BLM will reimburse the contractor for necessary veterinarian expenses in accordance with paragraph C.6.D; Solicit adopters, market the animals and adopt them to qualified individuals. Included is explaining BLM adoption requirements to potential adopters and helping them complete the required paperwork. The contractor will work with the COR to obtain approval of applications and PMACAs for qualified adopters. This may be done by FAX; The contractor agrees to mentor successful adopters for one year to assure a high percentage of the animals are successfully titled to the adopter(s) of record at the end of one year. Additionally, the contractor will systematically collect feedback from potential adopters in order to determine degree of customer satisfaction and provide customer feedback results to BLM. This is not a complete list of the specifications, but a general overview to help prospective offerors decide whether or not to download a copy of solicitation NAR060093, which will be available on or about July 19, 2006. This requirement is 100% set aside for small businesses under NAICS 115210. Hard copies of the solicitation will not be provided. Facsimile proposals will not be accepted. Vendors must be registered at http://www.ccr.gov to be considered for award.
