Project "Functional Assessment & Historical Analysis for restoring Crockett Lake, Ebey's Landing National Historic Reserve, Coupveille, WA. Solicitation Number is Q2380060060. The National Park Service requires a firm, fixed-price service contract to furnish all labor, materials, equipment and expertise necessary to perform all operations required for the successful completion of the above named project. This is a proposal for the first task in the process of restoring Crockett Lake wetlands at Ebey's Landing National Historical Reserve. Intertidal water exchange has been eliminated and constant lake levels are maintained which has degraded the natural conditions of the 600-acre wetland area. The purpose of the proposed project will be to document the historic ecological conditions of the lake and evaluate the magnitude of degradation that has occurred to this wetland. The objectives of the project will be to assess the existing and historic evolution of the cultural, physical, and ecological conditions of the lake; complete a comparison of functional values between the lake and a reference lake; identify the future desired conditions of the wetlands; define the ecological values that can be regained by restoring the lake; and prepare a document for, and make a presentation to, the Reserve's Trust Board management team. The NAICS code for this project is 541620 and the small business size standard is $6.5 million. Contract duration is estimated from 8/1/2006 thru 02/01/2007. The price range for this contract is between $25,000 thru $40,000. This procurement is a Request for Quote of Commercial Items and is subject to the provisions of Federal Acquisition Regulations (FAR) Part 12. The National Park Service encourages the participation of disadvantaged and women- owned business enterprises. Responses will be due approximately 15 days following issuance of this RFQ.
