- Naval Air Warfare Center-Aircraft Division, Patuxent River, MD intends to procure upgrades to three Government owned IR Cameras from Santa Barbara Focalplane, 346 Bollay Drive, Goleta, CA 93117. The upgrades are to: 1) replace analog FPA electronics with digital electronics, 2) replace SBF-141InSbFPA with Engineering grade SBF-191 InSb FPA, 3) Add an analog IRIG-B timecode input to the camera head, and 4) upgrade RS-422 interface to CameraLink/Gigabit-Ethernet camera interface. The upgrades to these cameras shall be procured using a firm fixed price contract. The contractor shall deliver all items to: Receiving Officer, Supply Dept Bldg 665, 47159 Vaughn Rd. (NASSU), Patuxent River, MD 20670-1614. This contract is expected to be awarded on or about 30 July 2006. Inspection and acceptance shall be made at destination. Shipping is FOB destination. The contractor shall extend to the Government full coverage of any standard commercial warranty normally offered in a similar commercial sale. Acceptance of the warranty does not waive the Government?s rights under the Inspection clause, nor does it limit the Government?s rights with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the warranty. The warranty period shall begin upon final acceptance of the applicable deliverables listed in the schedule. Santa Barbara Focalplane is the only company that can upgrade these items since they are the original manufacturer and possess the patents and proprietary rights for this upgrade. This notice of intent is not a request for competitive quotes offering alternate equipment. However, interested parties may submit a capabilities statement in which they identify their interest and capability. All capabilities statements received by 2:30 PM Eastern Standard Time, 14 July 2006, will be considered by the Government solely for the purpose of determining whether to initiate a competitive procurement. Technical capability will be determined solely on the content and merit of the information submitted in response to this provision. Therefore, it is incumbent on the interested party to provide sufficient technical literature, documentation, etc., in order for the Government to make an adequate technical assessment of the capabilities of the alternate equipment. The Government reserves the right to process the procurement on a sole source basis for the upgrades based upon the responses received. The Government will not pay for any information received.
