- Class Code: J059 (Electrical and Electronic Equipment Components) Solicitation N62473-06-T-3060 ? Overhaul of Transportable Substation within the Mobile Utilities Support Equipment (MUSE) Description: The Naval Facilities Engineering Command Southwest, Specialty Center Contracts Core (SCCC) Port Hueneme, CA, intends to solicit on a Competitive Basis, a Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) Type Contract. The proposed contract is for Small Business (SB) Set-Aside. The applicable North American Industry Classification System (NAICS) Code for this requirement is 811310 (Commercial and Industrial Machinery and Equipment (except Automotive and Electronic). SCCC, CA intends to issue a solicitation for commercial services in accordance with FAR Part 12 and FAR Part 13.5 and as supplemented with additional information included in the Solicitation N62473-06-T-3060. This procurement is for a commercially available overhaul of the 5000 KVA transportable substation. The services are applied to the two styles of outdoor type, skid mounted 5000/6250kva (OA/FA) substations namely, Electrical Systems Engineering (ESE) and Golden Gate Systems (GGS) substations in support of the Mobile Support Equipment (MUSE) Division, Naval Facility Expeditionary Logistics Center (NFELC), Port Hueneme, California 93043. The primary objective is to modify the GGS style substation to closer resemble the ESE style design, layout, and component make up. A secondary objective is to maintain the general design and layout of the ESE style substation; however coat and repair as necessary. Additionally, if any ESE substation?s transformer tank has not already been modified to accommodate valve type removable radiator fins, then modify to do such. Services will include, but not limited to, providing component evaluation, transformer dehydration/tank construction, assembly, final testing, prints, manufacturer?s data sheets, manuals, and training. The proposed contract will have a base year with four (4) one year options. The solicitation (Request for Quote) will state all requirements for submittals of proposal data. This solicitation will be available by INTERNET ACCESS ONLY. All solicitation documents and solicitation amendments will be posted on the NAVFAC E-Solicitation Website at http://www.esol.navfac.navy.mil on or about 10 July 2006. Quotes will be due approximately 15 days later. All responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. It is each quoter?s responsibility to check the website for any amendments. Interested parties are required to register for the solicitation at the NAVFAC E-Solicitation Website. Each contractor must be registered, or in the process of registering, on the Department of Defense (DoD) Central Contractor Registration (CCR). No contract will be made to any contractor that is not registered in the CCR.
