- The Fleet and Industrial Supply Center, San Diego, Seal Beach Division, is soliciting information for the purpose of identifying potential vendors for fault tolerant microwave equipment meeting the general requirements identified in Attachment 1. This is a Request for Information (RFI) only. The Naval Surface Warfare Center (NSWC), Corona Division, in conjunction with the Southern California Offshore Range (SCORE) presently has a 155Mb/s microwave shot between Naval Air Station (NAS) North Island to San Clemente Island (SCI). Due to topography the shot has been done in two legs. The first leg is a 10 mile shot from NAS North Island to Mt Soledad. At each end there is an Alcatel MDR-4308s hot standby radio connected to an Andrews UHX-8 antenna. The second leg is a 72 mile shot from Mt. Soledad to SCI. At each end there is an Alcatel MDR-4308s high power, quad diversity unit connected to a pair of Andrews UHX-12 antennas. High power/quad diversity is required because of the long distance and poor propagation characteristics of the over-the-water shot. SCORE requires more bandwidth between NAS North Island and SCI in order to meet expanding fleet training requirements. An additional capacity of 155Mb/s is required. There is no room on the Mt. Soledad tower to add additional dishes. Also, the Peak tower is not rated to withstand the wind loading of additional large dishes. A second standalone microwave with its own dishes is not an option. Sharing waveguide and antennas places stringent frequency and bandwidth requirements on new microwave. There is no solicitation package available; the RFI is issued solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This RFI does not commit the Government to contract for any supply or service whatsoever. The Government will not pay for any information received in response to this RFI nor will the Government compensate the respondent for any costs incurred in developing the information for the Government. It is requested that information in response to this RFI be submitted NO LATER THAN 02 August 2006 to Ms Marty Daugherty, Fleet and Industrial Supply Center, San Diego, Seal Beach Division, 800 Seal Beach Blvd., Bldg 239, Seal Beach, CA 90740 or by e-mail at: martha.daugherty@navy.mil. Interested parties may provide any information (specifications, brochures, product application papers, etc) on current or emerging products that address the stated objectives to the above address. The information provided may or may not be used to assist the Government in formulating and refining its approach for addressing its needs. Responses should also include the following: (1) name and address of firm; (2) business size, including average annual revenue for past three years and number of employees; (3) ownership, indicating the following applicable business types: large, small, small disadvantaged, 8(a), woman-owned, HUBZone, and/or Veteran owned; (4) number of years in business; and (5) company point of contact, including name, title, phone, fax and e-mail address. The primary purpose of this RFI is to gather information on available and emerging Commercial Off-the-Shelf (COTS) or Non-Developmental equipment that meet the requirements set forth in Attachment 1. The information provided may or may not be used to assist the Government in formulating and refining its approach for addressing its needs.
