Description
NAICS Code: 114210 Under the authority of FAR 13.106-1(b), the U.S. Environmental Protection Agency intends to negotiate on a sole source basis with Springborn Smithers Laboratories (SSL) to perform a pilot project with hummingbirds at the EPA's Research Triangle Park (RTP) campus. The knowledge generated by this study will aid in determining the potential effects of near-road pollution on hummingbird feeding activity. This project requires the expertise of an experienced certified Master Bander to tag hummingbirds with Passive Integrated Transponder (PIT) tags to determine their feeding range and feeding activities. The Contractor will capture and tag hummingbirds and track their feeding activities using radio signal receivers affixed to each feeder. The Contractor will maintain the feeders and download data on a weekly basis. The Contractor will verify, validate, and analyze the data and submit a final report. SSL is the only known source able to perform this requirement due to the following exclusive collection of capabilities: 1) SSL has a laboratory with with sufficient analytical capabilities for data handling, verification, validation, and statistical analyses located within 40 minutes of the U.S. EPA's RTP facility where the contractor will be required to install and maintain the feeders and monitoring equipment. 2) SSL has a U.S. Fish and Wildlife Service certified Master Bander on staff who is also a wildlife toxicologist. 3) SSL has a history of research work on bird species including use of methods for care and handling of hummingbird species as well as experience with trapping hummingbirds, experience inserting PIT tags in small birds without harming them, sufficient expertise to use the pit tags and monitoring equipment required, while avoiding any inhumane or compromising conditions that would negatively affect the research. No other source has been identified that has the capabilities that SSL possesses that are considered necessary to successfully perform this research project. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. This procurement will be accomplished under FAR Part 12, Commercial Acquisition Procedures. Interested parties may identify their interest and capability and respond. Documentation must be received by July 20, 2006 in order to be considered by the EPA. A determination by the Government not to compete this proposed contract based upon assessment of responses to this notice is solely within the discretion of the Government.
