- SOURCES SOUGHT FOR DEFENSE POLICY SCIENCE AND ENGINEERING FELLOWSHIPS : This is a Sources Sought announcement, a market survey for written information only. This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement or any follow-up information requests. No telephone calls will be accepted requesting a bid package or solicitation. There is no bid package or solicitation. In order to protect the procurement integrity of any future procurement, if any, that may arise from this announcement, information regarding the technical point of contact will not be given and no appointments for presentations will be made. The Washington Headquarters Services is seeking U.S Small Business Administration (SBA) sources with current relevant qualifications, experience, personnel, and capability to perform a Firm-Fixed Price contract to primarily engage in recruitment of highly skilled scientists and engineers with a Ph.D. or equivalent doctoral level degree, or a Master?s degree in science or engineering and at least three years post-degree experience. The offeror shall design, write, market and place advertisements in subject related journals, publications, associations and institutions, etc. promoting the recruitment of highly skilled scientists and engineers with a Ph.D. or equivalent doctoral level degree, or a Master?s degree in science or engineering with at least three years post-degree experience. The offeror shall design, print, and distribute applications to the intended population. The offeror shall pre-screen each applicant following Office of Personnel Management?s (OPM) Merit principles. At a minimum, candidates must meet the qualification requirements for the GS-12 grade level based upon education and experience. The offeror shall select semi-finalist candidates that will be reviewed by selection committee members composed of both DOD employees and policy experts familiar with defense and security issues. The semi-finalists will be invited to meet before the committee members as possible finalists. The offeror shall provide travel and lodging, if applicable, for the priority semi-finalists invited to meet before the selection committee members so finalists can be selected. The offeror shall select ten finalists who will be invited to return for possible placement process. The offeror shall coordinate the finalists to the prospective agencies/organizations for interviews. A comprehensive orientation and periodic seminars is to be completed for Fellows to familiarize them with issues, individuals, and institutions that effect federal and science policymaking. The North American Industry Classification System (NAICS) Code is 813410, CIVIC AND SOCIAL ORGANIZATIONS, with a Small Business Size Standard of $6,000,000.00. The offeror will be for one base year with 4 one-year renewable options, resulting in the contract performance time of maximum 5 years. Interested sources are invited to respond to this Sources Sought announcement by submitting a maximum of 5 projects describing the following: Experience/Price: Describe the Government or commercial contracts your firm has completed in the last 5 years showing experience in providing Science and Engineering Fellows. Services should include promotion and recruitment advertisements, design, printing and distribution of applications, candidate review and interviewing services, selection committee services, and orientation and seminars of fellows. Security Clearances: NONE For each of the projects submitted for experience, provide the title, location, contract value, type of contract, and a narrative description of the product/services provided by your firm. No reimbursement will be made for any costs associated with providing information in response to this announcement and any follow-up information requests. Respondents will not be notified of the results of the evaluation. However, Washington Headquarters Services will utilize the information for technical and acquisition planning. If adequate responses are not received from small business concerns, the acquisition may be solicited on an unrestricted basis. All data received in response to this Source Sought Notice marked or designated, as corporate or proprietary information will be fully protected from release outside the Government.
