Description

The National Institute of Standards and Technology (NIST) intends to purchase a RADPACK, a very sensitive backpack sized gamma ray and thermal neutron radiation detector for use in the interdiction and location of nuclear materials. It is specifically designed to be easily used by trained security forces and emergency responders. The purpose of this procurement is for NIST (a national laboratory) to test the RADPACK?s capabilities for use by first responders. This is as a result of a pilot-testing program (as required by Homeland Security) being established by experts at NIST to evaluate the performance and characteristics of this type of equipment. As the testing program expands, equipment from other manufacturers will also be tested. ? NIST intends to enter into a sole source purchase order with Sensor Technology Engineering, Inc., Santa Barbara, CA, under the authority of 41 U.S.C. 253 ( c) (1) ? only one responsible source. The Government anticipates the award of a fixed price purchase order. The Government intends to solicit and negotiate with only one source under the authority of FAR 13. Interested firms may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, responses received by July 17, 2006, will be considered by the Government. A determination not to complete this requirement, based upon responses to this notice, is solely within the discretion of the Government. Information received will be considered solely for the purposes of determining whether to conduct a noncompetitive procurement. Written responses to this synopsis are required to contain sufficient documentation to establish a bona fide capability to fulfill this requirement. A request for quote will not be issued.
