- The U.S. Department of Commerce/ National Oceanic and Atmospheric Administration (NOAA)/ Earth System Research Laboratory (ESRL)/ Global Systems Division (GSD), (hereinafter referred to as the Government) intends to award a research and development services type contract for the design, build and test of an Ultra-Light Dropsonde System (UDS). The system will include 1) the dropsonde package, 2) the On-Board Receiver and Data Processor (ORDP) normally carried on the aerial vehicle and 3) a Ground Station which could be as simple as a computer connected to the internet. The UDS components shall all be delivered under the contract. The Government has funds in the amount of $200,000 for this effort. Offerors will be required to explain their technical approach to performing the Government's requirement. The Request for Proposals (RFP) is currently being prepared. This acquisition is expected to be awarded under NAICS Code 334511, size standard of 750 employees and will be based on full and open competition. The estimated date for release of this solicitation is on or about July 21, 2006, with a planned closing date of August 21, 2006. Proposal Evaluation: The Government will award a contract to the responsible Offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The evaluation criteria in the solicitation include:1) technical requirements, 2) relevant experience and past performance and 3) price. The evaluation criteria are listed in their order of importance. Technical capability and past performance, when combined, are significantly more important than price. Award will be made to the Offeror presenting the best over-all value to the Government. Mandatory Clause: As of October 1, 2003, the Mountain Region Acquisition Division requires that all contractors doing business with this acquisition office must be registered with the Central Contractor Registry (CCR). After this date, NO award can be made unless the vendor is registered in CCR. For additional information and to register in CCR please access the following web site: http:///www.ccr.gov/.
