- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation number is RFQ60040 and solicitation is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-09. This is a small business set-aside. The NAICS is 811219 with a size standard of $6.5 million. The National Institute on Drug Abuse on behalf of the National Institute on Neurological Disorders and Stroke (NINDS) has a requirement for microCAT II and MicroCAT in vitro CT system maintenance. The NINDS currently has 2 state of the art CT scanners for the numerous animal models studied at the NIH Mouse Imaging Facility. The contractor will provide all labor, material, and equipment to provide preventive maintenance for two government-owned MicroCAT II. All maintenance shall be performed in accordance with the manufacturer?s standard commercial maintenance products. 1. Contractor shall perform one preventive maintenance inspection (PMI) during the contract period. All parts, labor and travel expenses required to keep the instrument functioning properly are included. Service shall be performed by technically qualified factory trained personnel. Service shall consist of recalibration of the system, lubrication of motion stages, testing of all safety interlocks, and inspection and replacement, if needed, of all other components in the system (cables, lasers, light bulbs, etc.) in accordance with the manufacturer?s latest established service procedures. All equipment shall be operationally tested through at least one (1) complete operating cycle at the end of the preventive maintenance inspection to assure optimum and efficient performance. 2: Emergency Service Emergency repair services shall be provided on an unlimited basis during the term of this contract at no additional cost to the government. Emergency service shall be provided during normal working hours, Monday through Friday, excluding Federal Holidays. Upon receipt of notice that any part of the equipment is not functioning properly the Contractor shall contact the government within forty-eight (48) hours. If the failure is software related, updates will be shipped (via CD or the internet at the government?s choice). If the failure is hardware related, a return material authorization number will be issued for shipment of the defective components(s) to ImTek?s facilities in Knoxville, Tennessee for repair or replacement. Returned components must be packed to withstand rough transit. For most components, excluding the camera, replacement parts are in stock and will be shipped to the customer via overnight mail. Most components are easily field-replaceable with limited phone instruction. If the performance defect is unresolved or if on-site service is needed, ImTek will respond by dispatching an engineer to the government?s facility as soon as travel plans can be made. ImTek will make every effort to respond to service calls quickly and at a mutually agreed upon arrival. Emergency service calls shall not replace the necessity for scheduled PMIs. 4. REPLACEMENT PARTS: The contractor shall furnish all required replacement parts at no additional cost to the Government, with the exception of consumable parts to include batteries. Parts shall be new or remanufactured to original equipment specifications. 5. SOFTWARE UPDATES/SERVICE : The contractor shall provide Software Service in accordance with the manufacturer?s latest established service procedures, to include telephone access to technical support for use of program software and trouble shooting of the operating systems, at no additional cost to the Government. Software maintenance and updates shall include both the data acquisition and reconstruction packages. The contractor shall receive advance approval for the installation of all software updates and revisions from the Government. Defective software shall be replaced at no additional cost to the government. Delivery and acceptance will be performed at 10 Center Drive Bethesda, Maryland. Period of performance will be for one year with the option of up to 2 additional 1 year periods. FOB point is Destination. The provisions at 52.212-1, Instructions to Offerors Commercial, applies to this acquisition. The provision at 52.212-2, Evaluation Commercial Items, is applicable. Specific evaluation criteria (1) past performance (2) ability to meet the compatibility and functions and (3) evidence of meeting delivery dates. Offerors must include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications Commercial Items, with its offer. Clause at 52.212-4, Contract Terms and Condition Commercial Items, applies to this acquisition. Clause at 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders Commercial Items, applies to this acquisition.
