- The 46th Range Group is seeking sources to provide Upgrade and Maintenance of the Airborne Electro-Optical/Infrared/Laser (AEIL) Systems for the Seekers and Sensors Squadron (782 TS/RGWI) at Eglin Air Force Base, Florida. The AEIL systems consist of four state-of-the-art airborne platforms that support a variety of multi-spectral instruments; Common Signature Measurement Pod (CSMP) (BASES II), Supersonic Airborne Tri-gimbaled Infrared System (SATIRS), the Supersonic Telemetric Airborne Radiometer (STAR) pod, and Airborne Seeker Evaluation and Test System (ASETS). These systems are used to provide truth and signature data in support of DoD munitions testing. The AEIL systems collect, condition, digitize, record and/or transmit to the ground, and post-mission process multi-spectral data on selected targets. The requirement is for a 5-year time and materials contract to provide consultative technical and engineering services to supplement on-site maintenance. Contracted workloads will include: provisions for operational guidance; troubleshooting; repair, from field support to depot-level equivalent maintenance; and upgrade support for all AEIL systems and sub-systems. Potential offerors should deliver a Statement of Capabilities in accordance with Numbered Note 25 addressing the following areas: (1) Experience in designing, developing, fabricating, testing, maintaining, and upgrading airborne multispectral instrumentation pods flown on high performance aircraft and (2) Experience in developing and modifying servo control software and hardware, troubleshooting and repairing VME computer problems with specific experience in MIL-STD-1553 control bus, reflective memory/fiber optics technology, airborne telemetry with remote ground control, accomplishing structural analysis on strength of materials in airborne pods (including supersonic airspeeds) and Vx Works operating system. A Technical Library will be established prior to release of the Request For Proposal (RFP) with the following documents as a minimum: Mechanical and electrical drawings and releasable software. Any software/code previously delivered to the Government with restricted rights will be provided to the winning offeror with restrictions cited in DFARS 252.227-7014. Potential sources should include their size status for NAICS code 541330. This synopsis is for information and planning purposes only; it does not constitute an IFB or RFP and is not to be construed as a commitment by the Government. An Ombudsman has been appointed to address concerns from offerors or potential offerors during the proposal development phase of this acquisition. The Ombudsman does not diminish the authority of the program director or contracting officer, but communicates contractor concerns, issues, disagreements, and recommendations to appropriate Government personnel. When required, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Matters of a routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the POCs listed below.
