- The Human Systems Group is seeking information from sources that can provide a small, portable oxygen generation system for the Aeromedical Evacuation (AE) and Special Operations missions. The preferred system characteristics include an internal power source (with optional external power compatibility) and the capabilities to restart the system and control oxygen flow rates. The oxygen generator should have as a minimum the following capabilities: 1. FDA approval or the ability to obtain FDA approval. 2. Ability to generate oxygen from ambient air and deliver that oxygen at a rate of at least 10 liters per minute (LPM) at 93% US Pharmacopia (USP) concentration via one outlet. 3. Weight of 15 pounds or less. 4. Volume of 1.6 cubic feet or less. 5. Total power consumption of 1 kW or less. 6. Ability to operate in temperatures from -25oF to 140oF and humidity levels from 5% to 95%. 7. Ability to operate in an all-weather environment that includes shock and vibration. 8. The product shall be able to operate after being subjected to high temperature storage without exhibiting any of the impairments described in MIL-STD-810F, Method 501.4. The product shall be able to operate after being subjected to low temperature storage without exhibiting any of the adverse effects described in MIL-STD-810F, Method 502.4. (See URL: http://www.tdsway.com/products/recon/hardware_test_standards/MIL-STD-810F_502.4 ) 10. The product shall meet all applicable OSHA standards for safety and EPA standards for disposal. Additionally, vendors should provide comments on the following: 11. Do you identify any conflicts in generating oxygen at 10 LPM within the specified weight, cube and power consumption while meeting all other requirements? If so, what are those conflicts? 12. Provide details on your approach to meeting # 1 thru #5. 13. Would you use IEC 60601 in the design of your system? 14. For planning purposes, what would be your estimated price per unit for 100 production units meeting the aforementioned capabilities. 15. Please indicate whether you are a small business, a small disadvantaged business 8(a), or large business. 16. For planning purposes, is the item currently described available off-the-shelf? If not currently available, could it be developed? If yes, to the previous question, how long would it take to develop the item? This synopsis is for information and planning purposes only and is not to be construed as a commitment by the government. Response to this RFI is strictly voluntary and will not affect any corporation's ability to submit an offer if a solicitation is released. There is no bid package or solicitation document associated with this announcement. The purpose of this document is to identify potential sources. Any requests for a solicitation package will be disregarded. The Government does not intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of preparing submissions in response to this RFI and the Government's use of such information. Submittals will not be returned to the sender. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals. For submissions to be considered developers/sponsors must electronically supply (.doc or .pdf format) the preceding information in the order and format in which it is presented to dorothy.howe@brooks.af.mil no later than 1700 hrs, August 4, 2006. Telephonic responses will not be accepted. Electronic Media can be mailed to Human Systems Group/PSK, 7980 Lindbergh Landing, Brooks City-Base TX 78235-5119, ATTN: Ms Dorothy Howe. The Government recognizes that proprietary data may be part of this effort. If so, clearly mark such restricted or proprietary data and present it as an addendum to the non-restricted/non-proprietary information. The Government shall not be liable for or suffer any consequential damages for any improperly identified proprietary information. Proprietary information will be safeguarded in accordance with the applicable Government regulations. The Government reserves the right to select one, some, or none of the submissions for further investigation. Submissions shall not exceed twenty (20) 8.5 X 11 inch, single-sided pages per product. Product MSDS, independent technical reports, and laboratory reports may be attached in an appendix and will not count against the length requirement. Vendors who submit packages for review do so with the understanding that U.S. Government personnel as well as their support contractors will review their material and data. Respondents will not be contacted regarding their submission or information gathered as a result of this notice nor the outcome of the Government's review of the solicited information.
