Description
Qualification Training Range, Fort Hood, Texas. The Contract Specialist for this solicitation will be Lisa C. Billman, 817-886-1084; or by e-mail at lisa.c.billman@swf02.usace.army.mil. Project will construct a 1400-meter Qualification Training Rang e with 16 firing lanes, 16 foxholes, and 16 vehicle-firing pads. Range will consist of 324 Stationary Infantry Targets, 10 Moving Infantry Targets, 20 Stationary Armor Targets, 383 emplacements, 256 SF Range Operations Control Tower, 120 SF Ammunition Bre akdown Building, 800 SF Operations and Storage Building, 800 SF General Instruction Building, 598 SF Bleacher Enclosure, gravel parking lot, site vehicle access gravel roads, and service gravel roads. Work includes overhead and underground electrical prim ary and underground secondary distribution systems, exterior area and firing-line lighting, earthwork, site drainage, data communication network consisting of fiber-optic and copper cables with termination panels, telephone system, six lighted lane limit m arkers, and demolition of existing range tower and of electrical/communication distribution systems. Design utilizes English units of measure. NAICS Code is 238210. Small Business Size Standard is $31.8 Million. Estimated Construction Cost Range is $5,000 ,000 & $10,000,000. UNRESTRICTED Solicitation W9126G-06-R-0074 will be issued on or about 21 July 2006, with proposals due on or about 21 August 2006 (unless otherwise stated in the solicitation). This contract will be based on best value to the Government , which may or may not result in accepting the lowest priced offer. There will be no public bid opening. It is anticipated that when combined, the evaluation factors will be approximately equal to cost or price. HUBZone price evaluation preference will be applied to all qualified HUBZone small business concerns, provided that the HUBZone concern has not waived their evaluation preference and their price proposal is not more than 10% above the lowest large business concerns price. Plans and specifications wi ll not be provided in a hard paper copy. This solicitation will be issued via Internet only. Notification of amendments shall be made via Internet only, as well. It is therefore the contractors responsibility to check the following address daily for any p osted changes to this solicitation. The Fort Worth District FY06 Subcontracting Targets (expressed as a percentage of the contractors total planned subcontract amount) are as follows: Small Business 51.2%; Small Disadvantaged Business 8.8%; Women-Owned Small Business 7.3%; HUBZone Small Business 3.1%, and Service-Disabled Veteran-Owned Small Business 1.5%.
