Description
This Sources Sought Synopsis/Request for Information is not a solicitation, request for proposal, request for quote or invitation for bid; it is strictly a market research tool. No proposals are being requested or accepted at this time. Any resulti ng solicitation for this requirement will be posted to FedBizOpps. It is the potential offerors responsibility to monitor this site for the release of any solicitation. Information submitted by respondents to this sources sought request is strictly volu ntary. The Government will not pay for any information submitted as a result of this notice. This sources sought request is posted for the purposes of determining if interested sources are capable of satisfying the Governments requirements for a Nationa l Energy Savings Performance Contract (ESPC) as synopsized through the Federal Business Opportunities website on June 6, 2006 and modified on June 9, 2006. To be considered qualified for this effort, potential sources must demonstrate its capability to m eet the minimum requirements of this anticipated ESPC acquisition by responding to ALL 19 questions presented below: 1) Is your company capable and qualified to search out energy and ancillary cost savings potentials at U.S. Government installations? (Note: The cost-saving potentials sought by the Contractor can range from small maintenance and repair efforts which wil l result in immediate energy cost savings and can pay for themselves quickly to large capital-intensive project which may take years to recover the initial investment) 2.) Is your company capable and qualified to develop procedures, courses of action, steps, repairs, or changes in equipment which lower energy costs (Energy Cost Saving Measure  ECSM)? 3) Is your company capable and qualified to perform site investigations? 4) Is your company capable and qualified to perform economic technical feasibility studies? 5) Is your company capable and qualified to provide work plans/designs? 6) Does your company have the capability to perform the construction efforts to include site security (fencing, lighting, and/or guard service) as required by the energy cost saving project? 7) Is your company capable and qualified to provide maintenance and repair services for any energy related equipment including computer software systems? 8) Is your company capable and qualified to provide, at a minimum, yearly equipment inspections to assure that the equipment is being operated properly and maintenance is being performed? 9) Does your company have the capability to provide all services, equipment, and construction at its own expense and the ability to obtain the necessary financial resources for these services at no upfront or lump sum cost to the Government? Government p ayments will be over the term of the project which could extend from 2 to 25 years depending upon the individual viability of the project? (Note: the only payment that the contractor will receive under this contract will be through charges to the Governm ent limited to the reduction in energy and ancillary costs as determined by the methods set forth in the contract. If there are no savings, then the contractor is due no payment.) 10) Does your company have the capability to provide all personnel (to include dedicated project manager), tools, equipment, transportation, material, and supervision needed to safely and efficiently perform the energy cost saving projects? 11) Does your company have the capability to implement, maintain, and control a system for identification, preparation, reproduction, distribution, and maintenance of all documentation needed for its management of this contract? 12) Does your company have the capability to identify and obtain all permits required by Federal, State, local, and installation agencies? 13) Does your company have the capability to provide and maintain an effective quality control program? 14) Does your comp any have the capability to provide, maintain, and execute an approved site safety and health plan? 15) Are the products and equipment to be provided by your company under the performance of an awarded energy cost saving project Underwriters Laboratory or Factory Mutual listed or equivalent? 16) Does your company have the capability to provide any new metering, monitoring, measuring, or testing needed to verify savings to include equipment, software, labor, and installation? 17) Does your company have the capability to coordinate all work from all trades to include subcontractors and suppliers relative to the awarded contract? 18) Does your company have the capability to provide all required facilities to house its field operations? (Note: the Government will provide sites on post for construction trailers and outdoor-construction material storage) 19) Does your company have the ability to work in 1) only a specific regional area, 2) throughout the entire United States, or 3) in the United States and all U.S. territories? Responses with all required information regarding the capabilities identified above must be provided in writing to Sarah Annerton via email at Sarah.Annerton@hnd01.usace.army.mil no later than Thursday, 20 July 2006. Late responses will not be considered. Responses should be no more than 15 pages and include the organization name, organization address, NAICS Code, Business Type (i.e. small business, 8a, large business, etc), and point of contact information (to include name, title, phone number, and emai l address) of a representative having the knowledge to discuss the information presented.
