Description
The Naval Air Systems Command is seeking sources to determine the feasibility of a turret mounted 20mm cannon capable of meeting requirements for dispersion, accuracy, lethality and reliability consistent with the development of the Marine Corps AH-1 platform. Program Description: The current AH-1W/Z 20MM M197 Aircraft Gun and A/A49E-7(V4) Turret System System, utilizes the linked 20MM ammunition that is common to all other DON 20MM systems (F/A-18, F-14, CIWS). PEO (A), PMA276 is seeking information that will assist in the deployment of a more reliable, accurate and cost effective gun system that will ultimately enhance the confidence and lethality of the current cannon design. Specifically, this RFI seeks the following information: a. Technical feasibility alternatives assessments b. Approximate cost information (i.e., order of magnitude, ballpark estimates, etc.) for alternatives. c. Information about Non-Recurring Engineering cost savings that could be used to support PMA276?s need to minimize time and costs associated with design, development, production and support. d. Projected Production Schedule estimates. e. Ideas and suggestions that provide alternative approaches to designing, developing, acquiring, operating, and managing a 20mm A/A49E-7(V4) turret/gun system. f. Provide analysis for enhancing aircraft gun systems interface and maintenance repair procedures (i.e., reduction in MTBF, Depot Repair and impact of using current turret system with new cannon design.) Requirements: 20mm Cannon design must be compatible with the A/A49E-7(V4) turret system and aircraft hardware/software configurations as well as be backwards compatible with the AH-1W. It is desired that no aircraft or turret modifications be required. In addition, it is also required that no additional aircrew or maintenance personnel training be required. Other requirements not directly related to the physical interface with the aircraft will be addressed at a later date. Examples of such requirements include technical publications, supply support, depot service level agreements, and other important considerations. The purpose of this RFI is to gather information about those requirements enumerated above. To the extent simplifying assumptions are needed, the contractor is encouraged to make and document such assumptions in their responses. Specifically, the cannon shall: a. Weight shall be ≤132 Pounds (60 kg) b. Rates of Fire Up shall be (low) 600 to (high)1,500 Shots Per Minute c. Dispersion ≤5.0 Milliradians Diameter, 80 Percent Circle (PGU Series Ammunition) d. Muzzle Velocity: 3,380 Feet (1,030m) Per Second. e. Utilize 20mm linked or bulk ammunition. Sample Response Letter: The following is a suggested outline for a response to this RFI. This outline is intended to minimize the effort of the respondent and structure the responses for ease of analysis by the government. Nevertheless, respondents are free to develop their response as they see fit. a. Section 1 ? Concept Design Briefly describe the designs, including the reliability and availability characteristics of the alternatives. b. Section 2 ? Feasibility Assessment Briefly describe the feasibility of each alternative and the design tradeoffs. c. Section 3 ? Cost and Schedule Estimates Provide cost estimates for each alternative and non-recurring and annual recurring costs. Also, discuss cost drivers, cost tradeoffs, and schedule considerations d. Section 4 ? Corporate Expertise Briefly describe your company, your products and services, history, and other information you deem relevant. In particular, please describe any projects you have been involved in that are similar in concept to what is described in this RFI, including management and operations approach, and any relevant lessons learned. Include any comments on the structure of the requirements for a formal RFP response. e. Section 5 ? Additional Materials Please provide any other materials, suggestions, and discussion you deem appropriate. Technical Interface Exchange: PMA276 representatives are available to attend an information exchange meeting at your location to discuss this RFI. If possible, any test data or comparative test firings being conducted at your test range would be of particular interest.
