Description
The Naval Surface Warfare Center, Panama City, FL (NSWC PC) intends to award a sole source firm fixed price purchase order using simplified acquisition procedures to SBS Technologies of Albuquerque, NM for the following items: a. Eight (8) ASF-PC104-1 MIL-STD-1553 interface cards to be used as a component of the radar interface unit (RICU) on the Landing Craft, Air Cushion (LCAC). The equipment is currently used on the new system upgraded LCAC. NSWC-PC has been tasked by NAVICP to procure this item, alter the item per the drawings, and return to NAVICP to place in the supply system. b. Four (4) ASF-PMC2-1 MIL-STD-1553 interface cards (N00178-6139C114) being acquired as spares to reduce the downtime of the SIL when a failure occurs. This purchase is unsuitable for full and open competition for the following reasons. The MIL-STD-1553 cards developed by SBS technologies are the cards used in existing LCAC C4N SLEP systems installed on the fleet making it essential for the runtime environment in the UKB. For repairable items it is critical that the components be a one to one replacement for configuration management purposes as well as to ensure 100% form, fit, and function. Additionally, for the spare cards it is critical that the SIL test bed duplicate the operational environment exactly in order to ensure consistency of performance and data credibility. A firm-fixed-price order is anticipated. Award will be based on the written quotation. Delivery will be to the Naval Support Activity-Panama City, Receiving Officer, Building 100, 101 Vernon Avenue, Panama City, FL 32407-7018. Anticipated award date will be on or about July 17, 2006. NAICS Code 334111 applies. FSC is 7373. SBA Size Standard is 750 Employees.
