Description
The Natural Resources Conservation Service (NRCS) in Oklahoma announces a request for Architect and Engineering Qualifications (SF 330) to evaluate and award one (1) Indefinite-Delivery/Indefinite-Quantity (IDIQ) contract for engineering services for various water resources projects in Oklahoma. This procurement is unrestricted and is open to all businesses regardless of size. The primary North American Industrial Classification System Code (NAICS) is 541330, Engineering Services. The work will be for performance of any part or all operations necessary to perform engineering surveys and engineering designs for various water resources projects within Oklahoma as described below. Surveys required may consist of, but are not limited to any part or all of the following activities: topographic/planimetric surveys, magnetometer surveys, hydrographic/ bathymetric surveys, horizontal and vertical control surveys, design surveys, development of graphical representations of survey data collected, construction layout surveys, and surveys for quantity computations. Design activities required may consist of, but are not limited to any part or all of the following activities: design water resources project features, prepare construction specifications, prepare construction plans (drawings), prepare landrights work maps, prepare cost estimates, prepare bid schedules, quantity computation checks and certifications, independent reviews, and prepare design folders. The typical project could require knowledge and experience in all aspects of engineering surveys and engineering design activities associated with the design and construction of deep and shallow foundations (bearing capacity, consolidation, seepage, etc.), earth embankments, roller compacted concrete structures, earthwork, reinforced concrete structures, automated and manual water control gates, rock riprap placement, timber structures, steel structures and structural fabrication, timber, steel and concrete piling, sheet piling and channel bank stabilization measures. The firm will be required to perform engineering survey and engineering design activities in accordance with NRCS standards. The firm will be required to interpret geotechnical reports and accurately apply the data to the design of the project measures. The majority of design work will be civil. All drawings will be computer generated in *.dwg format. Electronic copies and originals hard copies are to be furnished to NRCS. PERIOD OF PERFORMANCE: One firm will receive an A&E IDIQ contract award for one (1) base year beginning October 1, 2006 through September 30, 2007. NRCS will have the option to renew the contract by extending the term of this contract through exercising annual options. The total duration of this contract, including options, shall not exceed 5 years. Work under this contract will be subject to the satisfactory negotiation of individual task orders. The contract will be firm-fixed price and subject to the terms and conditions of the contract. NRCS cannot predetermine a precise quantity of services that it will require during the contract period. Any task orders issued shall be at least $5,000 but shall not exceed $1,000,000. PRE-SELECTION CRITERIA: Qualified firms must be able to meet the pre-selection criteria listed below to be further evaluated for final selection: 1) Have a minimum of two engineers employed on a full time basis. At least one engineer must be a Registered Professional Engineer in the state of Oklahoma with a minimum of ten years experience. 2) Associated with or have a minimum of one land surveyor registered as a Professional Land Surveyor in the state of Oklahoma, with a minimum of ten years experience. 3) Associated with or have a minimum of two draftspersons employed on a full time basis, one with a minimum of five years CAD experience and the other with a minimum of one year?s experience. SELECTION CRITERIA: Firms meeting the pre-selection criteria will be evaluated and ranked on the following: 1) Professional qualifications necessary for satisfactory performance (20%). Evaluation will be based upon the number of qualified personnel and their knowledge and level of experience associated with the requirements above, and their availability to perform work on this contract. 2) Specialized experience and technical competence in the type of work required (30%). Evaluation will be based on the extent of directly related experience in performing engineering surveys and engineering designs of the types of projects described; specialized education at the university level, and all other applicable education, training, and certifications. Consideration will be given to those firms with knowledge of and direct experience in the application of the described requirements in flood prevention and water resource projects in Oklahoma. Evaluation will include experience using SITES, HEC-RAS, TR66, TR20 computer models, following TR60 guidelines, hydrologic and hydraulic design of complex watersheds, designing complex foundation and drainage features, and experience in the engineering survey and engineering design of NRCS/COE flood prevention and water resource projects. Examples of work shall be documented for review, as well as a description of the type work performed on the SF-330. These work descriptions will be evaluated based on the documented complexity of work performed. 3) Capacity to accomplish the work (20%). Evaluation will be based upon the number of personnel available in the disciplines described above, the quantity of existing work under contract, and the schedules for completion of the existing work. 4) Past performance on contracts with government agencies and private industry (20%). Evaluation will be based upon the firm?s past experience with other government agencies and the private sector in performing the requirements described; the quality and timeliness of performance under previous contracts. References with telephone numbers must be provided. 5) Location in the general geographic area and knowledge of the locality (10%). Evaluation will be based upon the firms? work experience within Oklahoma and the proximity to Oklahoma. SEE ATTACHED FOR THE TECHNICAL SPECIFICATION. SUBMISSION: Interested firms that meet the pre-selection criteria outlined above are invited to submit six (6) copies of the SF 330 (Architect-Engineer Qualifications, Part I & II,), including any other information relative to the pre-selection and selection criteria to: USDA, NRCS, Oklahoma State Office, 100 USDA, Suite 206, Stillwater, OK 74074, Attn: Rattana Kittitornsup-Nantz, Contract Specialist. ELECTRONIC SUBMISSIONS WILL NOT BE ACCEPTED. All SF 330 submissions to this announcement must be received by NRCS by close of business on August 7, 2006. THIS IS NOT A REQUEST FOR PROPOSALS. The Government reserves the right to negotiate and award the contract up to one year from the SF-330 receipt date.
