- The Mass & Force Group of the Manufacturing Metrology Division in the Manufacturing Engineering Laboratory at the National Institute of Standards & Technology (NIST) maintains and disseminates the SI unit of mass, the Kilogram. As such, it provides to the 50 States, state and federal agencies, as well as private entities and individuals and sometimes foreign entities, a calibration service which disseminates the unit of mass based on the National Kilogram Standard of Mass. The mass standard is artifact-based which is susceptible to damage or destruction. New alternative methods for the realization of the kilogram leading to a non-artifact-based system are currently under development and require mass measurements in vacuum. The 10-kilogram vacuum balance and vacuum chamber system are a crucial part of developing the required vacuum mass measurement methods. The purpose of this contract is to supply to NIST a 10-kilogram vacuum-compatible balance (?vacuum balance?) installed in vacuum chamber system (?chamber?). The vacuum balance must be operational according to NIST requirements under vacuum conditions and also in air within the chamber. The vacuum chamber is divided into two chambers ? an upper and lower chamber. These two chambers shall operate simultaneously under vacuum or in air, or operate with one in air while the other is in vacuum. A hoist system (?hoist?) must be supplied and installed with the chamber system in order to open the upper chamber for full access to the vacuum balance. The entire vacuum balance and chamber system and hoist must be installed and tested to meet NIST specified requirements. Upon successful completion of this requirement, the Contractor shall have provided NIST with a 10-kilogram vacuum balance and chamber system as outlined below. NIST will provide to the Vendor electronic files (SolidWorks-format drawings) to illustrate NIST?s requirements and specifications. The period of performance shall be 13 months from the date of award. This requirement is being competed using Full & Open Competition under the authority of FAR Part 15, Contracting by Negotiation. A fixed-price contract is anticipated. The NAICS code for this requirement is 334516 with a size standard of 500 employees. The competitive Request for Proposal (RFP), RFP amendments, and all questions and answers related to this procurement will be made available via the Internet at http://www.fedbizopps.gov/ under RFP number SB1341-06-R-0029. THE RFP IS ANTICIPATED FOR RELEASE TO THE VENDOR COMMUNITY ON OR ABOUT JULY 13, 2006, AND WILL ONLY BE AVAILABLE VIA THE INTERNET AT THE ABOVE WEB SITE.
